Rajasthan / VC With IGs and SPs Control Crimes with Pro-Active Policing : Chief Minister Ensure That Victims Get Timely Justice

Jaipur, January 28. Chief Minister Shri Ashok Gehlot has said that the District SPs should play an effective role in strengthening the law and order situation up to the bottom level and to ensure that every victim gets timely justice. He said that effective monitoring should be ensured up to the police check posts level to set the example of pro-active policing.
Shri Gehlot was addressing a meeting of Inspectors General of Police and District Superintendents of Police through video conference from his official residence on Friday. He said that it is a matter of satisfaction that after initiatives taken by the state government, there has been a significant reduction in the average time taken for disposal of cases in POCSO Act, Crime Against Women and SC/ST Harassment cases. The investigation time in rape cases was 211 days in the year 2018, which has come down to 86 days in 2021. Accused got punishment in 510 cases of POCSO Act in 2021 including death sentence in four cases and life sentence in 35 cases. Effective action must be ensured by police in such cases in the future also, he said.
The Chief Minister said that with an objective to make the modus operandi of the police modern, make them public-friendly and pro-active, the State Government initiated innovations such as reception room in every police station, creating the post of Additional Superintendent of Police in every district for prevention of crime against women and effective investigation, Compulsory Registration of FIR, constituting a separate unit for heinous crimes, running Women and Child desk, Suraksha Sakhi, Police Mitra, Gram Rakshak, and women Shakti self-defence centres. He directed to build a reception room soon in remaining police stations. The District Superintendent of Police should inspect the reception rooms, to ensure better results.
Adopt Innovations to Curb Cybercrimes
Shri Gehlot directed that the District Superintendent of Police should adopt innovations for effective prevention of cyber and economic crimes that are done by misuse of technology. The Crime Branch should conduct quality supervision of crimes and the senior officer should ensure fair investigation in the serious crimes by personally visiting the spot. Incidents of custodial death, rapes, juvenile crimes, atrocities against women etc should be taken on priority. The media should be immediately apprised of the actual situation in such cases so that the law and order situation does not deteriorate. There should be effective coordination between the Police Headquarters and social media teams in the districts.
Strictly Check the Incidents of untouchability
Shri Gehlot said that even today incidents such as untouchability and influential people making the groom dismount from the mare during the wedding procession are a blot on humanity. Police should make special efforts to stop these incidents. In serious incidents, the victim as per rule should be provided immediate assistance in the Pratikar Scheme (Rajasthan Victim Compensation Scheme). He directed to take effective action in the cases of cheating, the illegal business of drugs and narcotics and organised crimes by the gangs etc. The Chief Minister applauded the efforts made by police in catching the gang by taking timely action based on the video of rape found in the mobile phone of culprits involved in incidents of vehicle theft in Pratapgarh district and said that such efforts should be made by police in all the districts.
The Chief Minister said that police personnel carry out their duty in extreme and challenging situations. In such a situation, getting promotions and other service benefits on time bound manner boosts their morale. The District Superintendent of Police should ensure that police personnel get their promotions on time. Besides this, disciplinary action should be taken against careless and corrupt personnel.
Minister of State for Home Shri Rajendra Yadav said that an effective action plan should be made at the level of police headquarters to control the criminals by identifying the areas where incidents of dacoity and loot are more. He said that best practices should be adopted by studying the technology and innovations used in various countries to prevent cyber and other crimes.
Chief Secretary Shri Niranjan Arya said that the State Government has taken many decisions for modernisation of police and to provide them better resources. It is the responsibility of District Superintendents of Police to ensure better law and order by making optimum use of resources. ADG Crime Shri RP Meharda gave vote of thanks.

Commissioner of Police Jaipur Shri Anand Shrivastava gave a presentation related to cybercrimes, Ajmer IG Shri Rupinder Singh on road accidents, Alwar Superintendent of Police Tejaswini Gautam on women harassment, Bundi SP Shri Jai Yadav on cases of atrocities on SC/ST and Barmer SP Shri Deepak Bhargava gave a presentation on preventing cheating in competitive examinations.
