कभी समय था जब भारत-अमेरिका की दोस्ती ‘सूपरपावर’ और ‘सबसे बड़ी लोकतंत्र’ के नारे के बीच झूलती थी। लेकिन दुकानदारी के इस दौर में खबरें भी अब सच्ची कम, स्क्रिप्टेड ज्यादा लगती हैं।

अब देखिए—Washington Post अपने श्रीमुख से ‘खुलासा’ करता है कि मोदी सरकार ने LIC के पैसों से अडानी को 3.9 अरब डॉलर की मदद दी, खास उसी वक्त जब अमेरिका में अडानी पर वित्तीय धांधली के आरोप लगे हैं।अमेरिकन मीडिया का ये खुलासा ऐसे समय आता है जब भारत-अमेरिका के बीच ट्रेड वार्ता चल रही है। व्हाइट हाउस की टीम के कानों में अचानक क्या घंटी बजी, कि आम के आम, “हिट पीस” के दाम!

अब इसका रस्साकशी वाला दिलचस्प पहलू देखिए—

अमेरिका का इल्जाम: “भारत अपने पूंजीपतियों को खड़ा कर रहा है।”

भारत का जवाब: “अरे भाई! LIC, रेलवे, बंदरगाह, सीमेंट, ग्रीन एनर्जी — विकास की गाड़ी दौड़ रही है। और तुम्हारे अखबार तो आंधी में अशांति ढूंढने निकले हैं!” अमेरिका जानता है negotiation में दबाव कैसे बनाया जाता है; पहले मीडिया में हल्ला मचाओ, फिर बैकडोर डील में टेबल पर छूट मांगो।LIC पर भावुकता का तमगा— “ये गरीब लोगों का पैसा है, क्रोनी पूंजीपतियों को नहीं मिलना चाहिए।”

फिर कोई नहीं पूछता कि LIC स्टेट बैंकों की तरह बड़े-बड़े डूबते बिज़नेस में पहले भी पैसे फंसा चुका है, और निवेश प्रॉफिटेबल भी हुआ है या नहीं—ये बात गौर से पढ़िए तो खुद Adani ग्रुप कह रहा है “LIC को हमारे पोर्टफोलियो से फायदा मिला है।”जहां अमेरिका में Trump White House अब trade deals में नई concessions निकलवाना चाहता है, वहीँ ऐसे समय में पत्रकारिता भी chess pieces का रोल निभाती दिख रही है।

एक तरफ fraud के आरोप, दूसरी ओर इंडिया से छूट और सौदे की चाह — जिसके लिए ‘हिट पीस’ “ऑर्डर” पर छप जाता है !आखिर में सोचिए—भारत की अर्थव्यवस्था, विदेशी पूंजी और ट्रेड डील का रोमांच हो या मीडिया का ग्लोबल टॉप 10 डरावना खेल—सबके बीच LIC की आत्मा डर के मारे शॉट सर्किट मार रही है, और जनता सिर्फ इतना सोच रही है:

“हिट पीस’ छपे या ‘डील’ हो — अंत में ‘पॉलिसी’धारक हमेशा घाटे में!”सच्चाई यह है—Washington Post की खबर पहले भी विवादित और पूर्वाग्रह से ग्रस्त बताई जा चुकी है। LIC की Adani में निवेश नीति सरकारी एजेंसीज़, विपक्ष और विशेषज्ञ सबकी बहस का विषय है।US और India के बीच चल रही ट्रेड डील में इस तरह की रिपोर्टें often ‘pressuring tactics’ की शक्ल ले लेती हैं।

अब कुछ रूसी कच्चे तेल की खरीद यूआन में भुगतान से भारत और चीन के संबंधों के सामान्य होने के बाद वैश्विक ऊर्जा व्यापार में एक अहम बदलाव देखने को मिल रहा है। भारत ने अब कुछ रूसी कच्चे तेल के सौदों का भुगतान चीनी मुद्रा ‘यूआन’ में करना शुरू कर दिया है, जो डॉलर पर निर्भरता घटाने की दिशा में एक महत्वपूर्ण संकेत माना जा रहा है।

रॉयटर्स की रिपोर्ट के अनुसार, रूस से तेल सप्लाई करने वाले कई ट्रेडर्स ने भारतीय सरकारी रिफाइनरियों से इनवॉइस (बिल) का भुगतान यूआन में करने को कहा था। भारतीय ऑयल कॉर्पोरेशन (IOC) ने अब तक दो से तीन ऐसे लेन-देन यूआन में पूरे कर लिए हैं।हालांकि, तेल की कीमतें अभी भी अमेरिकी डॉलर में ही तय की जा रही हैं, ताकि यह यूरोपीय संघ की प्राइस-कैप नीति के दायरे में रहे, मगर वास्तविक भुगतान का माध्यम यूआन बन रहा है।

यह अंतर बहुत अहम है, क्योंकि भारत यह कदम किसी राजनीतिक संदेश के रूप में नहीं, बल्कि प्रत्यक्ष रूप से प्रतिबंधों और भुगतान विलंब की व्यावहारिक चुनौतियों को देखते हुए उठा रहा है।तीनों देशों के लिए रणनीतिक महत्वरूस के लिए: यह कदम उसे चीन से वित्तीय रूप से और जोड़ता है, जिससे “ड्रैगन-बीयर फ्रेमवर्क” और भी मजबूत होता है।

चीन के लिए: यह यूआन को वैश्विक ऊर्जा बाज़ारों में एक विश्वसनीय ट्रेड मुद्रा के रूप में स्थापित करने में मदद करता है।भारत के लिए: यह उसे रियायती रूसी तेल की निरंतर आपूर्ति बनाए रखने में मदद करता है, जबकि वह अमेरिका, रूस और चीन के बीच एक संतुलित कूटनीतिक रेखा पर चलता रहता है।यदि यह रुझान आगे बढ़ा और अधिक सौदों में यूआन में भुगतान होने लगा, तो यह वैश्विक ऊर्जा व्यापार की वित्तीय संरचना में एक ऐतिहासिक बदलाव साबित हो सकता है — जहाँ कभी डॉलर का पूर्ण वर्चस्व था, वहाँ अब चीनी मुद्रा यूआन का दायरा धीरे-धीरे बढ़ता दिखाई दे रहा है।

पेटीएम (Paytm)वॉलेट और इसकी बैंकिंग सर्विस पर आरबीआई के बैन के बाद CAIT की ओर से यह सलाह दी गई है। पीटीआई के मुताबिक, संगठन की ओर से एक बयान जारी कर कहा गया है कि रिजर्व बैंक द्वारा हाल में पेटीएम पर लगाए गए प्रतिबंधों को लेकर देश में व्यापारियों को अपने पैसे की सुरक्षा के लिए अन्य प्लेटफॉर्म्स पर शिफ्ट करना चाहिए।कैट के राष्ट्रीय महासचिव प्रवीन खंडेलवाल का कहना है कि बड़ी तादाद में छोटे-बड़े व्यापारी, विक्रेता, हॉकर समेत अन्य पेटीएम के जरिए पैसों का लेन-देन कर रहे हैं और हाल ही में RBI की ओर से की गई कार्रवाई से इन्हें फाइनेंशियल दिक्कत का सामना करना पड़ सकता है।ऐसे में पेटीएम के बजाय किसी और प्लेटफॉर्म पर शिफ्ट होना उचित रहेगा।

हाल ही में उदयपुर में हुई राघव चड्ढा और परिणिती चोपडा की रॉयल वेडिंग में शाही ताज एवं स्पर्श एथनिक वियर को राज्यसभा सांसद राघव के सिर पर बारात और रिसेप्शन व फेरों के लिए शाही पगडी पहनाने का मौका मिला है। राघव और परिणिती के परिजनों ने साफों की दिल खोल कर तारीफ की और खूब कांप्लीमेंट्स दिए। इस शादी में मल्टीकर साफे थे जिसमें पाउडर ब्लू, पाउडर पिक, लेवेंडर का लाइट फॉर्म रंग शामिल थे। राघव ने गोल्डन कलर का साफा पहना और आउटफिट पवन सचदेवा का था। मनीष मल्होत्रा की ब्राइडल ड्रेस में परिणिति सजी थीं। 

शाही ताज एवं सपर्श एथनिक वियर के जयंत कोठारी ने बताया कि उदयपुर में हुई रॉयल वेडिंग का राघव का जो फर्स्ट वीडियो हाल ही में ट्रेंड हुआ उसमें वे ही उनका साफा सेट कर रहे थे। 

कोठारी ने बताया कि हम आर्टिस्ट हैं और दुनिया के बदलते ट्रेंड के साथ चलते हैं। रॉयल वेडिंग हमारा पुराना बिजनेस है। मुंबई में ईशा अंबानी की रॉयल वेडिंग में हमारे 1600 साफे लगे जो विशेष रूप से तैयार शेडेड लाइट कलर में पेस्ट टोन में थे। नील नितिन मुकेश की रेडिसन ब्लू में शादी हुई व उसमें नील ने जो गोल्डन कलर का साफा पहना वो हमारा ही डिजाइन किया था। मोती की 

स्पेशल सेमी प्रीशियस माला भी हमारी ही थी। नितिन मुकेश ने खुद डिजाइन फाइनल की थी। उदयपर में जी 20 शेरपा मीटिंग में हमारे ही डिजाइन किए साफे शिरोधार्य किए गए। मेन फंक्शन में भारत के शेरपा अमिताभ कांत की पगडी भी हमारी ही डिजाइन की हुई थी। उदयपुर के राजघराने के लक्ष्यराजसिंह जी मेवाड हमेशा हमें मेवाडी पगडी आदि के लिए एप्रिशिएएट करते हैं। निवृत्तिसिंह मेवाड भी एप्रिशिएट करती हैं। लक्ष्यराजसिंह जी हमें नए प्रयोगों के बारे भी गाइड करते हैं। महाराणा फतहसिंहजी के जमाने से हमारी पीढियां सेवाएं देती आ रही हैं। कोठारी ने बताया कि उनके पास बहुत सारी वैरायटीज हैं। साफे, स्टाल, पगडी, माला, कलंगी, मेन्स में शेरवानी, इंडो वेस्टर्न जोधपुरी, बंद गला, कुर्ता पाजामा नेहरू जैकेट सहित अन्य हैं। 

ऐसे तय होती है दुनिया में फैशन

साफे में पैटर्न भी इंटरनेशन फ्यूचर फोरकास्ट के कलर के अनुसार होते हैं। अपको अचरज होगा कि पूरी दुनिया की इंडस्ट्री उसी पर काम करती है। फैशन की अंतर्राष्ट्रीय संस्थाएं मिल कर कलर्स तय करती हैं जो उस पूरे साल तक पूरी दुनिया की फैशन में छाया रहता है। जैसे कभी कूल मटका बल्यू पम ब्लू बैरी आदि तो कभी लाइट कलर। अभी लेवेंडर कलर फैशन में है।  हम खुद भी नए नए एक्सपरीमेंट डिजाइन, कलर आदि पर प्रयोग करते रहते हैं। 

छह पीढियों से चला आ रहा बिजनेस

शाही ताज एवं सपर्श एथनिक वियर के जयंत कोठारी ने बताया कि मैं अपने पारिवारिक प्रोफेशन में छठी पीढी से हूं। पिताजी सुरेंद्रसिंह जी कोठारी,बडे भैया जिनेशजी कोठारी, बडी भाभी रीना कोठारी, पत्नी मनीषा कोठारी सहित अन्य परिवारजन मिलकर इस बिजनेस को संभालते हैं। आपको यह जानकर अचरज होगा कि हमें से कोई एमबीए है तो कोई केमिकल इंजीनियर तो काई अन्य स्ट्रीम में प्रोफेशनल्स हैं। हमने डिग्रियां लेने के बाद अपने हुनर का अपने ही फेमिली बिजनेस में उपयोग किया है और सबके साझा परिणाम हैं कि आज कोई भी रॉयल वेडिंग हो, हमारी सेवाएं जरूर ली जाती हैं।  

युुवाओं के लिए संदेश

फयूचर जनरेशन के लिए यह बडी इंडस्टी है। हमारे पास ऐसे फैशन और डिजाइन हैं जो अब तक इंडिया में डिजाइनर ने यूज ही नहीं किए हैं। आप जानते हैं कि अब फैशन इंडस्टी बहुत आगे चली गई है। युवा इसमें अपने पैशन के साथ आगे आकर अपना करियर बना सकते हैं।

अंबानी से सात घंटे से अधिक समय तक पूछताछ की गई। तो सवाल है कि ईडी की यह पूछताछ किस मामले में की गई है? 

इस सवाल का जवाब आधिकारिक तौर पर नहीं आया है। ईडी अधिकारियों ने इस मामले का कुछ भी ब्योरा नहीं दिया है। लेकिन मीडिया रिपोर्टों में सूत्रों के हवाले से कहा गया है कि अंबानी की कथित फेमा उल्लंघन के संबंध में जाँच की जा रही है। यह मामला उससे जुड़ा है जो आयकर विभाग की 800 करोड़ रुपये की कथित अघोषित विदेशी संपत्ति की जाँच के दौरान सामने आए थे।

1 अप्रैल 2023 से नयें वित्त वर्ष की शुरुआत के साथ ही यूपीआई से लेन-देन (UPI Transaction) भी महंगा होने जा रहा है। नेशनल पेमेंट्स कॉरपोरेशन ऑफ इंडिया ने यूनिफाइड पेमेंट इंटरफेस (UPI) पेमेंट को लेकर एक सर्कुलर जारी किया है, जिसमें अप्रैल की पहली तारीख से यूपीआई से होने वाले मर्चेंट पेमेंट पर PPI चार्ज लगाने की सिफारिश की गई है।

बिजनेस स्टैंडर्ड की खबर के मुताबिक मंगलवार को जारी किए गए इस सर्कुलर के मुताबिक NPCI ने इंटरचेंज लगाया जा सकता है। ये चार्ज 0.5-1.1 फीसदी लगाए जाने की सिफारिश की गई है। सर्कुलर में UPI के जरिए 2,000 रुपये से ज्यादा के ट्रांजेक्शन पर 1.1 फीसदी प्रीपेड पेमेंट इंस्ट्रूमेंट यानि PPI लगाने का सुझाव दिया गया है। यह चार्ज मर्चेंट ट्रांजैक्शंस यानी व्यापारियों को पेमेंट करने वाले उपभोक्ता को देना पड़ेगा।

डा सिंह को यह अवार्ड अत्याधुनिक टेक्नोलॉजी, क़्वालिटी मानकों, उत्कृष्ट पेशेंट सर्विसेज जैसे मापदंडो के आधार पर प्रदान किया गया।  

इस अवार्ड का एक और महत्वपूर्ण आधार डा सिंह द्वारा इंटरनेशनल बोर्ड ऑफ़ कॉस्मेटिक डर्मेटोलॉजी, लंदन  की स्थापना रहा।  इसके अंतर्गत कॉस्मेटिक डर्मेटोलॉजी के डिप्लोमा, सर्टिफकेट्स इत्यादि अंतराष्ट्रीय मानकों के आधार पर मेडिकल छात्रों को ट्रेनिंग के बाद प्रदान किये जायेंगे।  डा सिंह जल्द ही पेरा मेडिकल तथा नॉन मेडिकल छात्रों के लिए भी सर्टिफिकेट तथा डिप्लोमा भी उपलब्ध कराएगे और हिंदी में भी  कॉस्मेटोलॉजी के कोर्सेज कराये जायँगे। डा सिंह ने बताया कि कोस्मेटोलॉजी व एस्थेटिक्स के कोर्सेज में अपार सम्भावनाये है और उनके इंस्टिटूशन में इस प्रकार के रोज़गारपरक कोर्सेज बहुत ही कम दरों पर उपलब्ध होंगे।

उल्लेखनीय है कि डा सिंह को पहले भी मुख्यमंत्री, राज्यपाल तथा स्वास्थ्य मंत्री द्वारा कॉस्मेटिक डर्मेटोलॉजी में विभिन्न पुरस्कार मिल चुके है।  

मेडिकल लेजर और क्लिनिकल कॉस्मेटोलॉजी में अधिकतम संख्या में प्रक्रियाएं करने के लिए उन्हें विश्व रिकॉर्ड से सम्मानित किया गया है। डॉ. दीपा ने एंटी एजिंग, फेस रेजुवेनशन, लेज़र हेयर रिमूवल, चेहरे का पिगमेंटशन , मेलास्मा, मुंहासे, मुहांसे के दाग आदि जैसी विभिन्न प्रक्रियाएं पूरी कीं। वर्ल्ड बुक ऑफ रिकॉर्ड ने गुणवत्ता तथा विभिन्न प्रक्रियाओं के स्टैण्डर्ड  प्रोटोकॉल के आधार पर  उन्हें वर्ल्ड बुक ऑफ रिकॉर्ड्स में शामिल किया। 

डॉ दीपा सिंह को पहले "लेजर क़्वीन " (laser Queen) के रूप में भी सम्मानित किया गया था और मुंबई में महाराष्ट्र के राज्यपाल द्वारा मेडिकल लेजर में उत्कृष्टता के लिए सम्मानित किया गया था।

एस्थेटिक्स और कॉस्मेटोलॉजी में उनके प्रतिभाशाली कार्य हेतु राजस्थान के स्वास्थ्य मंत्री द्वारा सम्मानित भी किया गया था। इसके अलावा उन्हें प्रदेश तथा जिला स्तर पर भी कॉस्मेटोलॉजी के क्षेत्र में सम्मानित किया जा चुका है।

अर्थ ग्रुप (Arth group) के सीईओ डॉ अरविंदर सिंह (Dr Arvinder Singh) ने इंटरनेशनल बोर्ड ऑफ कॉस्मेटिक डर्मेटोलॉजी, (International Board of Cosmetic Dermatology) लंदन की भारत में शाखा आरंभ की। अभी हाल ही में डा सिंह इसी बोर्ड के चेयरमैन बने थे।

इस बोर्ड में देश विदेश के डर्मेटोलोजिस्ट, प्लास्टिक सर्जन, क्लिनिकल कॉस्मेटोलाजिस्ट व मेडिकल एस्थेटिशियन उपलब्ध होंगे। यह बोर्ड रजिस्टर्ड मेडिकल प्रैक्टिशनर, जिसमें की एमबीबीएस, बीडीएस, होम्योपैथी तथा अन्य आयुष डॉक्टर्स को कॉस्मेटिक डर्मेटोलॉजी, क्लिनिकल एस्थेटिक्स में बोर्ड सर्टिफाइड कोर्सेस करवाएगा। 

इस कोर्स में मेडिकल लेज़र, केमिकल पील, मेडिकल फेशियल, फेस लिफ्ट, बोटॉक्स, फिलर आदि सभी पाठ्यक्रम पढ़ाए जाएंगे और एग्जाम पास करने के बाद सर्टिफिकेशन प्रदान किया जाएगा। इस कोर्स को करने के बाद कॉस्मेटिक डर्मेटोलोजी व क्लिनिकल एस्थेटिक्स में प्रैक्टिस कर सकेंगे। 

डा सिंह ने कहा कि यह कोर्स भारत तथा एशियन देशों के लिए उन डॉक्टर्स के लिए अवसर उपलब्ध कराएगा जो कॉस्मेटोलॉजी व कॉस्मेटिक डर्मेटोलोजी के क्षेत्र में कार्य करना चाहते हैं। भारत में स्थापना होने से यह कोर्स काफी किफायती फीस पर मिल सकेंगे।

डा अरविंदर ने बताया कि यह कोर्सस ऑनलाइन व ऑफलाइन के हाइब्रिड मॉडल पर उपलब्ध होंगे। 

शेयर बाजार में अदाणी समूह के शेयरों में जारी उतार-चढ़ाव के बीच अदाणी समूह ने बड़ा एलान किया है। सोमवार को अदाणी समूह ने एक बयान जारी कर कंपनी ने कहा है कि वह अपनी लिस्टेड कंपनियों के 1114 मिलियन यूएस डॉलर के गिरवी पड़े शेयर सितंबर 2024 से पहले रिलीज करा लेगी।

समूह की ओर से की गई घोषणा के अनुसार अदाणी पोर्ट्स और स्पेशल इकोनॉमिक जोन के 168.27 मिलियन के शेयर जारी किए जाएंगे जो कि कंपनी में प्रमोटर्स की कुल होल्डिंग का 12 प्रतिशत है। वहीं अदाणी ग्रीन के 27.56 मिलियन के शेयर रिलीज किए जाएंगे यह प्रमोटर होल्डिंग का 3% है।

क्या आप जानते हैं कि अडानीग्रुप के खिलाफ सुनियोजित साजिश के पीछे कौन है? पिछले महीनें की 25 तारीख को शॉर्ट-सेलर हिंडनबर्ग रिसर्च ने एक रिपोर्ट प्रकाशित की थी और इसके साथ ही अडानी ग्रुप के खिलाफ बहुत सुनियोजित और समन्वित हमले शुरू हो गए। यह हमला बहुत कुछ वैसा ही है जैसे भारत विरोधी जॉर्ज सोरोस ने बैंक ऑफ इंग्लैंड और बैंक ऑफ थाईलैंड को ख़त्म करने के दौरान किया था।

शॉर्ट-सेलर हिंडनबर्ग शोध की एक रिपोर्ट के बाद कुछ जयचंदो के एक कार्टेल ने अडानी के खिलाफ एक नेगेटिव नैरेटिव तैयार किया है।यह हमला हिंडनबर्ग शोध रिपोर्ट के बाद 25 जनवरी 2023 को शुरू नहीं हुआ है, बल्कि ऑस्ट्रेलिया से साल 2016-17 में शुरू हुआ था।

साल 2017 में 350.org नाम के एनजीओ के नेतृत्व में कुछ अन्य एनजीओ द्वारा अडानी के खिलाफ विरोध शुरू किया गया।

उन्होंने इस प्रोजेक्ट को रोकने के लिए एक ग्रुप StopAdani बनाया। इस एनजीओ 350.org को टाइड्स फाउंडेशन द्वारा फंडिंग दी जाती है। लेकिन क्या आप जानते हैं कि टाइड्स फाउंडेशन को फंड कौन देता है? इसमें सोरोस, फोर्ड फाउंडेशन, रॉकफेलर, ओमिडयार और बिल गेट्स के नाम हैं।

भारत में एक एनजीओ नेशनल फाउंडेशन फॉर इंडिया (NFI) है और एनएफआई के दानदाताओं की सूची में सोरोस, फोर्ड फाउंडेशन, रॉकफेलर, ओमिड्यार, बिल गेट्स और अजीम प्रेमजी के नाम भी हैं।

इस एनजीओ नेशनल फाउंडेशन फॉर इंडिया (NFI) में सीमा चिश्ती मीडिया फेलोशिप सलाहकार हैं जो कि माकपा नेता सीताराम येचुरी की पत्नी हैं।साथ ही द वायर में संपादक हैं। कारवां वेबसाइट के लिए लिखती हैं।

लेकिन कभी ये खबरों में नहीं आया कि एक कम्युनिस्ट राजनेता की पत्नी को एक एनजीओ से वेतन और भत्ते मिलते हैं, जिसे फोर्ड, बिल गेट्स, अजीम प्रेमजी, सोरोस, रॉकफेलर, ओमिडयार, आदि जैसे अरबपतियों द्वारा वित्त पोषित किया जाता है। द वायर का सोरोस, फोर्ड, बिल गेट्स, अजीम प्रेमजी, ओमिडयार और रॉकफेलर द्वारा वित्तपोषित एनएफआई के साथ एक विशेष गठजोड़ है। दिलचस्प बात यह है कि द वायर ने 2017 में अडानी के ऑस्ट्रेलिया प्रोजेक्ट के बारे में उसके खिलाफ पांच प्रचार लेखों की एक श्रृंखला लिखी है।

दूसरी और धन्या राजेंद्रन एनएफआई में एक और मीडिया फैलोशिप सलाहकार हैं। वे द न्यूज़ मिनट की सह-संस्थापक हैं, जो IPSMF द्वारा फंडेड है और MDIF के माध्यम से सोरोस से जुडी हुई है। धन्या राजेंद्रन ने डिजिपब (dijipub) नाम से लोगों और प्रचार प्रोपोगेंडा वेबसाइटों का एक कार्टेल बनाया है।

मनी लॉन्ड्रिंग के आरोपी, न्यूज़क्लिक के कट्टर कम्युनिस्ट प्रबीर पुरकायस्थ इस कार्टेल के उपाध्यक्ष हैं। अब संस्थापक सदस्यों की सूची में नाम देखने पर पता चलता है कि IPSMF द्वारा फंड लगभग सभी को दिया जाता है। अगर आप प्रोपगंडा वेबसाइटों से जुड़े लोगों की टाइमलाइन चेक करेंगे, तो आपको अडानी के खिलाफ लगभग वही प्रॉपेगैंडा ट्वीट और समन्वित हमले मिलेंगे। इस कार्टेल से जुड़े कुछ उदाहरण ऐसे है जो बताते है कि कैसे उन्होंने अडानी के खिलाफ अपने प्रचार लेख और ट्वीट के साथ सोशल मीडिया और उनकी वेबसाइटों पर समन्वित हमले की शुरुआत की है।

आइए डिजिटल कार्टेल डिजिपब के संस्थापक धन्या राजेंद्रन से तथ्यों को खंगालना शुरू करते हैं। इस कार्टेल का अगला सदस्य सोशल मीडिया यूजर  @TheDeshBhakt है,जिसे उसकी टाइमलाइन देख कर समझा सकता है। इसके साथ ही अजीत अंजुम और आलोक जोशी जैसे पत्रकार डिजीपब कार्टेल के एक व्यक्तिगत सदस्य हैं। इन डिजिटलशार्पशूटर्स की सूची देखने के बाद आप उनकी वेबसाइटों और सोशल मीडिया खातों की जांच कर सकते हैं।

इसे देखने के बाद आप बड़ी आसानी से समझ जाएंगे कि वे एक सुनियोजित हमले में शामिल हैं। लिस्ट के सभी डिजिटलशार्पशूटर विदेशी एनजीओ और अपने भारतीय भागीदारों से राष्ट्रवादी लोगों या संगठनों को टारगेट करने के लिए प्रशिक्षण और धन प्राप्त करते हैं। नए डिजिटलशार्पशूटर्स इन विदेशी फंडेड  एनजीओ से अपनी ट्रेनिंग लेते हैं और उन्हें द वायर, द कारवां, ऑल्टन्यूज़, न्यूज़क्लिक इत्यादि प्रचार वेबसाइटों द्वारा भर्ती किया जाता है।

इसे एक उदाहरण द्वारा समझा जा सकता है। हालिया बीबीसी की विवादित डॉक्यूमेंट्री में सबसे पहले जो किरदार बताया गया है वो कथित पत्रकार आलीशान जाफरी है, जिन्हें एक विदेशी फंडेड NGO, NFI में फेलोशिप मिली थी । सीमा चिश्ती ने उनकी मदद की और उनका मार्गदर्शन किया। सीमा चिश्ती दस साल तक बीबीसी की संपादक रहीं और अब वह द वायर की संपादक हैं। DigitalSharpshooters ऐसे लोग है जो The Wire, Article 14, The Caravan, Aljazeera जैसी प्रचार वेबसाइटों के लिए काम करते हैं, उन्हें इस विदेशी फंडेड NFI से फेलोशिप मिली है और इसे वेरिफाई करने के लिए आप उनकी वेबसाइट पर चेक कर सकते हैं।

अडानी पर हिंडनबर्ग पर हमला करना एक बहुत ही सुनियोजित और समन्वित हमला है? इसे समझने के लिए StopAdani Australia ग्रुप के रीट्वीट देख कर अनुमान लगाया जा सकता है।

यह प्रोपेगेंडा स्टॉप अडानी (Stopadani) ग्रुप लगातार रवि नायर के ट्वीट्स को रीट्वीट कर रहा है। अब सवाल ये कि कौन हैं रवि नायर? रवि नायर द वायर, न्यूज़क्लिक और जनता का रिपोर्टर के लिए लिखते हैं और ये सभी वेबसाइट डिजीपब (Dijipub) कार्टेल का हिस्सा हैं। 

क्या आप जानते हैं कि केवल एक भारतीय उद्योगपति गौतम अडानी को बदनाम करने के लिए एक ऑस्ट्रेलियाई एनजीओ द्वारा एक विशेष वेबसाइट बनायीं गयी  है? बॉब ब्राउन फाउंडेशन, जिसे एक पर्यावरणविद् एनजीओ माना जाता है और ये अदानीवॉच.ओआरजी (adaniwatch.org) नाम से एक प्रोपेगेंडा वेबसाइट चलाते है। इस वेबसाइट को बनाने की शुरुआत ऑस्ट्रेलिया में अडानी की कोयला खदानों की परियोजनाओं के विरोध से हुई थी, लेकिन यह यहीं तक सीमित नहीं थी।

अब बॉब ब्राउन फाउंडेशन नामक एनजीओ की वेबसाइट कुछ भी ऐसा पब्लिश किया जाता है जो कि अडानी ग्रुप के विरोध में हो चाहे अडानी से उस तथ्य या खबर का दूर से भी कोई लिंक हो।

आपको पता चलेगा कि इस एनजीओ का एकमात्र उद्देश्य अडानी ब्रांड की छवि को टारगेट  करना है। उनके प्रचार लेख किसी भी एजेंडे से संचालित वामपंथी संगठन की तरह ही भारतीय राजनीति में फ्रीडम ऑफ़ एक्सप्रेशन "FoE" के नाम पर  घुसपैठ करते हैं। इसे एक उदाहरण के द्वारा समझा जा सकता है। एक पत्रकार रवीश कुमार के एनडीटीवी छोड़ने पर ऑट्रेलियन एनजीओ की वेबसाइट ने खबरें चलायी थी लेकिन ये समझ से परे था कि इससे उस वेबसाइट का क्या लेना देना है ?

क्यों एक पर्यावरणविद् एनजीओ बीबीसी डॉक्यूमेंट्री पर एक ट्वीट का समर्थन करता है ? उसका असली मकसद क्या है?

क्या आपको पता है कि क्या कारण है कि बॉब ब्राउन फाउंडेशन (एक पर्यावरणविद् एनजीओ) विपक्ष के प्रति नरम हो जाता है।

वे कांग्रेस या टीएमसी के नेतृत्व वाले राज्यों में अडानी परियोजनाओं को टारगेट नहीं करते हैं और नेरेटिव फैलाते है कि अडानी "मोदी-पसंदीदा" होने की छवि से दूर जाने के लिए इन विपक्षी राज्यों में अपना बिजनेस फैला रहे हैं। न्यूज़क्लिक के पत्रकार रवि नायर अडानीवॉच वेबसाइट से जुड़े हुए हैं जो कि बीबीएफ के ट्विटर हैंडल से उनकी लगभग हर पोस्ट का समर्थन किया करते है।

हिट-जॉब पीस/पोस्ट लिखने के लिए नायर कथित तौर पर अडानी समूह द्वारा मानहानि के मुकदमे का सामना भी कर रहे हैं।

स्टॉप अडानी (stopadani) कैंपेन में बॉब ब्राउन फाउंडेशन नामक एनजीओ की प्रमुख भूमिका है जिसे उनकी 2017 की वार्षिक रिपोर्ट देखकर समझा जा सकता है।

2020 में, BBF को ऑस्ट्रेलिया में करदाताओं द्वारा "चैरिटी संस्था " नहीं होने के कारन कोर्ट में चुनौती भी दी गई थी। BBF ने स्पष्ट रूप से आरोपों का बचाव करते हुए कहा कि यह केवल चैरिटी में एक पंजीकृत संगठन है।

बीबीएफ के सीईओ स्टीवन चाफर पहले ग्रीनपीस एंड एमनेस्टी (ऑस्ट्रेलिया शाखा) से जुड़े रहे हैं। संयोग से भारत में इन दोनों एनजीओ को कई कानूनों के उल्लंघन के लिए बाहर का रास्ता दिखा दिया गया है।

कुल मिलाकर ये सारी साजिशें न केवल अडानी के खिलाफ है बल्कि सभी राष्ट्रवादी भारतीय कम्पनियो के खिलाफ है और भारत सरकार को सोशल मीडिया पर निगरानी तंत्र को मजबूत करने की जरुरत है वरना ऐसे ही हिंडनबर्ग जैसी कम्पनिया अपने कार्टेल का प्रयोग कर भारतीय कम्पनियो और बाजार को टारगेट करते रहेंगें।

2.    7 लाख रुपये तक सालाना कमाई करने वाले लोगों को अब ज़ीरो टैक्स देना होगा। ऐसा तब होगा जब वह अपना टैक्स नई प्रणाली के अंतर्गत भरते हैं और अपनी बचत से जुड़ी सभी जानकारी सरकार को देते हैं।

3.    भारत में सर्वाधिक इनकम टैक्स 42.7 फीसदी है, जो दुनिया में सबसे ज्यादा है। इसे अब 39 फीसदी तक ला दिया गया है, जो कि अगले वित्तीय वर्ष से लागू किया जाएगा।ध्यान रहे कि यह टैक्स 5 करोड़ सालाना कमाने वाले लोगों को देना होता है।

4.    अगर आप 9 लाख रुपये प्रति साल तक कमाते हैं, तब सालाना आपको 45 हज़ार रुपये तक टैक्स देना पड़ सकता है।यानी आप 5 फीसदी इनकम टैक्स दे रहे हैं।

महेश सिंह (परिवर्तित नाम) 22 वर्षीय रोगी को गीतांजली मेडिकल कॉलेज एंड हॉस्पिटल में तेज़ बुखार व  बार-बार दौरे और बेहोशी की स्थिति में लाया गया। रोगी का ऑक्सीजन का स्तर कम होने के कारण उन्हें तुरंत आईसीयू में लिया गया और आवश्यकतानुसार वेंटिलेट किया गया। रोगी को इंजेक्शन के रूप में एएसएम दिए गए लेकिन 2-3 डोस के बावजूद रोगी के दौरे नियंत्रित नहीं हो रहे थे।रोगी को मिडाज़ोलम शुरू किया गया जिसके बाद भी दौरे नहीं रुके। मिडाज़ोलम आईसीयू या आपात स्थिति में दौरे को समाप्त करने के लिए आमतौर इस्तेमाल की जाती है।

इस बीच रोगी में स्टेटस एपिलेप्टिकस के लिए आवश्यक सभी परिक्षण किये गए, सभी परीक्षणों के बाद इसे दुर्दम्य दौरे और स्टेटस एपिलेप्टिकस के साथ वायरल एन्सेफलाइटिस का मामला सामने आया। गीतांजली मेडिकल कॉलेज एंड हॉस्पिटल के  न्यूरोसाइंस विभाग की टीम और आईसीयू टीम  द्वारा रोगी के साइलेंट सीजर को समाप्त करने के लिए बेडसाइड निरंतर ई.ई.जी की गयी। साइलेंट सीजर को मेडिकल साइंस में इलेक्ट्रोग्राफिक सीजर कहा जाता है।

डॉ अनीस ने बताया कि ये साइलेंट सीजर( दौरे) बाहरी रूप से नहीं देखे जा सकते लेकिन मस्तिष्क के महत्वपूर्ण हिस्सों को नुकसान पहुंचाने की उच्च क्षमता होती है। थियोपेंटोन कोमा की शुरूआत पर विचार किया गया क्योंकि उस समय कोई अन्य बेहतर विकल्प नहीं था। थियोपेंटोन एक बहुत शक्तिशाली एनेस्थेटिक दवा है। इसलिए, ऐसी दवाओं का उपयोग करने का अनुभव होना बहुत मायने रखता है| इसकी डोज़ को ई.ई.जी के आधार पर समायोजित किया गया। 

अन्य उपचार जैसे एंटी-वायरल, स्टेरॉयड, इम्यूनो-ग्लोबुलिन और एंटी सीज़र दवाएं भी दी गईं। ई.ई.जी में साइलेंट सीज़र अंततः समय पर हस्तक्षेप के बाद बंद हो गए, थियोपेंटोन को धीरे- धीरे कम करके बंद कर दिया गया, रोगी धीरे-धीरे होश में आ गया, ट्रेकियोस्टोमी जो लंबे समय तक वेंटिलेटर की आवश्यकता के कारण वायुमार्ग की रक्षा के लिए किया गया था, साथ ही रोगी में अच्छी तरह से सुधार के बाद बंद कर दिया गया| रोगी अभी स्वस्थ है और हॉस्पिटल से छुट्टी दे दी गयी है | 

रोगी के पिता ने कहा कि वह पेशे से किसान है वह अपने बच्चे की इस गंभीर बीमारी का खर्च वहन नही कर सकते थे ऐसे में मुख्यमंत्री चीरंजीवी योजना के तहत गीतांजली मेडिकल कॉलेज एंड हॉस्पिटल में डॉ अनीस जुक्करवाला व उनकी टीम द्वारा बच्चे का सफल इलाज होने पर और बच्चे को पुनः स्वस्थ पाकर उनका परिवार अत्यंत खुश है|

अंतर्राष्ट्रीय कांफ्रेंस अंतर्गत 60 विदेशी डेलीगेट्स  जिनमें 4 महाद्वीपों से 14 देश जैसे अमेरिका, ब्रिटेन, कनाडा, एशिया, यूरोप इत्यादि प्रमुख हैं व लगभग 475 नेशनल फैकल्टी इसमें भाग लेंगे।

उसके पश्चात दिनांक 11.11.22 शुक्रवार एवं 12.11.22 शनिवार प्रातः 8 बजे से सायं 6 बजे तक और 13.11.22  रविवार को प्रात: 8 बजे से सायं 4 बजे तक विभिन्न वैज्ञानिक सत्र गीतांजली मेडीकल कॉलेज मे 11 कांफ्रेंस हॉल में आयोजित किये जायेंगे। इन वैज्ञानिक सत्रों में लगभग 400 व्याख्यान (लेक्चर)  व 980 अनुसंधान पत्र ( रिसर्च पेपर) पढ़े जायेंगे। इन वैज्ञानिक सत्रों में  प्रमुख रूप से अस्थमा, क्रोनिक ऑब्सट्रक्टिव पल्मोनरी डिजीज (सी. ओ.पी.डी.), न्यूमोनिया, इंटरस्टिटल लंग डिजीज (आई.एल.डी.),  वातावरण - प्रदूषण जनित बीमारियाँ, फेफड़ों का कैंसर , रेस्पिरेटरी फेलीयर , जटिल टी.बी., एक्मो आदि विषयों पर विस्तृत चर्चा की जायेगी। इस कांफ्रेंस में युवा चेस्ट विशेषज्ञों में अनुसंधान के प्रति रुचि बढ़ाने हेतू एन.सी.सी.पी. एवं आई. सी.एस. यंग साइंटिस्ट अवार्ड व आयोजकों की तरफ से हर सत्र के बेस्ट पेपर को अवार्ड सर्टिफिकेट व 5100 ₹ का चेक दिया जायेगा । इस प्रकार कुल लगभग 90 अवार्ड दिये जायेंगे । कांफ्रेंस के एक सत्र में राष्ट्रीय स्तर की पी.जी.क्विज का भी आयोजन रखा गया है,  जिसमें देश के मेडिकल कॉलेजों के पी.जी.डाक्टर्स भाग लेंगे ।

महामहिम कलराज मिश्र (Kalraj Mishra) ने डा अरविंदर सिंह (Dr Arvinder Singh) को उनके 123 डिग्री के लिए वर्ल्ड रिकॉर्ड (World record) बनाने पर बधाई दी और मेडिकल के क्षेत्र में उत्कृष्ट कार्य करने हेतु सराहना की। डा अरविंदर सिंह (Dr Arvinder Singh) ने भारत का पहला क्वालिटी प्रमाणित स्किन व फिटनेस सेंटर स्थापित किया और अर्थ डायग्नोस्टिक को NABH व NABL दिलाकर राजस्थान का प्रथम व एकमात्र ऐसा डायग्नोस्टिक सेंटर बनाया जिसमे दोनो क्वालिटी प्रमाणपत्र से सर्टिफाइड है।

डा अरविंदर सिंह (Dr Arvinder Singh) इंडिया के पहले और एकमात्र डॉक्टर है जिन्होंने आईआईएम (IIM) से मैनेजमेंट में गोल्ड मेडल प्राप्त किया है। इसके साथ ही डा अरविंदर सिंह (Dr Arvinder Singh) ने लंदन, स्वीडन, अमेरिका, कनाडा, जर्मनी से कॉस्मेटिक डर्मेटोलॉजिस्ट में भी विशेष योग्यता हासिल की। 

पढ़ाई के साथ साथ इन्होंने पैरा कैटेगरी में पिस्टल शूटिंग में राजस्थान में गोल्ड मेडल प्राप्त किया। इन्होंने मालदीव के समुद्र में स्कूबा डाइविंग कर स्कूबा डाइविंग करने वाले प्रथम दिव्यांग होने का सम्मान भी प्राप्त किया है। 

अभी डा अरविंदर सिंह (Dr Arvinder Singh) लद्दाख के खारदुंगला पास में एडवेंचर का एक और वर्ल्ड रिकार्ड बनाने जा रहे है। 

डा अरविंदर सिंह ने आदरणीय महामहिम राज्यपाल को दिव्यांगो की रोजमर्रा की चुनौतियों से अवगत कराया और सरकार द्वारा घोषित दिव्यांगों हेतु नीतियों की क्रियान्वन हेतु अनुरोध किया।

डॉ. अरविंदर सिंह (Dr Arvinder Singh) ने बताया कि अर्थ स्किन सेंटर पर चेहरे की सौंदर्य सम्बन्धी समस्याओं जैसे कि मेलस्मा, मुहांसो के दाग, पिगमेंटेशन, फेस ग्लो आदि के लिए आते है। कुछ लोगो को चेहरे पर इंजेक्शन को लेकर बहुत सी भ्रांतिया होती है जैसे कि दर्द होगा या नुकसान तो नहीं होगा या खून तो ज़्यादा नहीं आएगा।  इन सारी भ्रांतियों को दूर करने के लिए उन्होंने ये वीडियो रिलीज़ किया जिसमे की वह खुद को इंजेक्शन, कैनुला और नैनोनीड्ल जैसे प्रोसीजर अपने चेहरे पर करते हुए दिखाई पड़ रहे है। उन्होंने कहा कि जब सबके सामने मै खुद पर करके दिखा सकता हूँ तो साफ़ है कि न तो दर्द होता है और न ही किसी प्रकार की और तकलीफ होती है। उन्होंने आशा प्रकट की इससे आमजन में फेस इंजेक्शन को लेकर भ्रांतिया दूर होगी व डॉक्टर्स पर और विश्वास बढ़ेगा।

डॉ. अरविंदर सिंह (Dr Arvinder Singh) पहले ऐसे पोस्ट ग्रेजुएट मेडिकल डॉक्टर हैं, जिनको मेडिकल साइंस के अलावा विभिन्न क्षेत्रों में महारत हांसिल है। उन्होंने मैनेजमेंट, कानून, विशेषज्ञ, कोस्मेटोलॉजी, कॉस्मेटिक डर्मेटोलॉजी, डिजिटल मार्केटिंग का अच्छा अनुभव है। उनके पास कुल 123 डिग्री, डिप्लोमा व सर्टिफिकेट है, जिसमें से 77 एकेडेमिक व 46 नॉन-एकेडेमिक प्रमुख है।

हाल ही में डॉ. अरविंदर सिंह (Dr Arvinder Singh) को कॉस्मेटिक डर्मेटोलॉजी क्षेत्र में उत्कृष्ट व उल्लेखनीय कार्य करने के लिए राजस्थान के मुख्यमंत्री व स्वास्थ्य मंत्री ने भी सम्मानित किया।डॉ. सिंह का मानना है कि मेडिकल के क्षेत्र में क़्वालिटी अत्यंत महत्वपूर्ण है अतः उनके नेतृत्व में अर्थ स्किन सेंटर भारत का प्रथम QAI क़्वालिटी प्रमाणित सेंटर बना तथा साथ ही अर्थ डायग्नोस्टिक भी साउथ राजस्थान का पहला डायग्नोस्टिक सेंटर है, जिसको NABL व NABH दोनों क़्वालिटी प्रमाणपत्र प्राप्त है।

डॉ. अरविंदर सिंह (Dr Arvinder Singh) ने हाल ही में इंस्टिट्यूट ऑफ़ एस्थेटिक मेडिसिन (Institute of aesthetic medicine), कॉस्मेटोलॉजी व लेज़र की स्थापना भी की है, जिसको लंदन से मान्यता व यूएसए (USA) से रजिस्ट्रेशन मिला है।

उन्होंने आशा जताई है कि इस सेंटर से ज्यादा से ज्यादा विद्यार्थी रोज़गार परक कोर्स करेंगे और मेडिकल क्षेत्र में भी यह इंस्टिट्यूट ट्रेनिंग व सर्टिफकेशन उपलब्ध करवाएगा। इसके अंतर्गत मेडिकल कॉस्मेटोलॉजी, एस्थेटिक्स व मेडिकल लेज़र के डिप्लोमा, फ़ेलोशिप्स की ट्रेनिंग होगी।

ज्ञानवापी विवाद के मामले में वाराणसी की जिला अदालत का फैसला आ गया है। जिला जज ए. के. विश्वेश की अदालत ने कहा है कि श्रृंगार गौरी मामला आगे सुने जाने योग्य है। हिंदू पक्ष के वकील ने पत्रकारों को बताया कि मुस्लिम पक्ष की याचिका को खारिज कर दिया गया है। अब इस मामले में अगली सुनवाई 22 सितंबर को होगी। 

बताते चले कि मस्जिद की अंजुमन इंतजामिया कमेटी की ओर से इसे चुनौती दी गई थी। कमेटी ने अदालत में पूजा स्थल अधिनियम 1991 का हवाला दिया था और कहा था कि इसके तहत हिंदू महिलाओं की ओर से दायर याचिका पर सुनवाई नहीं हो सकती। 

 इस साल मई के महीने में हुई सुनवाई के दौरान सुप्रीम कोर्ट ने यह मामला वाराणसी के जिला जज को ट्रांसफर कर दिया था। अदालत ने आदेश दिया था कि इस मामले में आई तमाम अर्जियों को भी जिला जज के पास ट्रांसफर किया जाना चाहिए।

इससे पहले वाराणसी की सिविल कोर्ट में 5 हिंदू महिलाओं ने याचिका दायर कर मस्जिद के अंदर देवी-देवताओं की पूजा की इजाजत देने की मांग की थी। यह मस्जिद काशी विश्वनाथ मंदिर के बगल में ही स्थित है। 

मामले की गंभीरता को देखते हुए वाराणसी में धारा 144 लागू कर दी गई है। तमाम जगहों पर पुलिस तैनात है और सोशल मीडिया पर भी निगाह रखी जा रही है।

However, Dr. Arvinder Singh, clarifying on the matter, said that the Arth Group has deposited an advance Tax of Rs 50 Lakh and the issue pertains to taxation on medical conditions and not recovery of taxes. The team from CGST found that none of the services being rendered towards skin diseases are being taxed.

Further clarifying on the matter, Dr. Arvinder Singh said that as per the press note issued by the CGST, the Arth Group has not made any error in depositing taxes. He said that the CGST department has included skin conditions such as pimples, skin scars, Melasma induced dark skin, obesity, PCOD induced hair growth, etc under the definition of Medical conditions to be included in GST. The department, as per Dr Arvinder, has also included prescriptions and consultancy by Skin doctors also under GST. As per Dr. Arvinder, these conditions and procedures are included under medical conditions and well mentioned in medical text books along with their treatment protocols.

As per Dr. Arvinder, the GST department has adjusted the amount of advance tax through this proceeding and said that Arth has not deposited any tax.  Accordingly, Arth, not accepting this ruling by the department as rational, will appeal against the order and will seek advance ruling. Dr. Singh said that a decision on this appeal will soon be made, considering the opinon of medical experts, principles of medical science and healthcare rulings.

हालांकि जिन देशों को पहले ही इसके निर्यात की अनुमति दी जा चुकी है,उन्हें इसका निर्यात जारी रहेगा। रूस और यूक्रेन के बीच चल रही लड़ाई के कारण पूरी दुनिया में गेहूं की कीमत में काफी तेजी आई है। भारत में भी गेहूं की कीमत तेजी से बढ़ी है। कई प्रमुख राज्यों में सरकारी खरीद की प्रक्रिया काफी सुस्त चल रही है और लक्ष्य से काफी कम गेहूं की खरीदारी हुई है। इसकी वजह यह है कि किसानों को न्यूनतम समर्थन मूल्य से ज्यादा कीमत बाजार में मिल रही है। साथ ही इस बार पैदावार में भी कमी की आशंका है।

विदेश व्यापार महानिदेशालय ने एक नोटिफिकेशन में कहा कि कई कारणों से अंतरराष्ट्रीय स्तर पर गेहूं की कीमत में अचानक तेजी आई है। इस कारण भारत के साथ-साथ पड़ोसी देशों और कई अन्य देशों की खाद्य सुरक्षा के लिए खतरा पैदा हो गया है। इस कारण सरकार को गेहूं का निर्यात रोकना पड़ रहा है। गेहूं को फ्री कैटगरी से प्रतबंधित कैटगरी में डाल दिया गया है। रूस और यूक्रेन की बीच रह रही लड़ाई से गेहूं की अंतरराष्ट्रीय कीमत में करीब 40 फीसदी तेजी आई है। इससे भारत से इसका निर्यात बढ़ गया है। मांग बढ़ने से स्थानीय स्तर पर गेहूं और आटे की कीमत में भारी तेजी आई है।

गेहूं की खरीद के लिए न्यूनतम समर्थन मूल्य 2,015 रुपये प्रति क्विंटल है। देश में गेहूं और आटे की खुदरा महंगाई अप्रैल में बढ़कर 9.59% पहुंच गई, जो मार्च में 7.77% थी. इस साल गेहूं की सरकारी खरीद में करीब 55% गिरावट आई है, क्योंकि खुले बाजार में गेहूं की कीमत एमएसपी से कहीं ज्यादा मिल रही है।

Commenting on the PLI Scheme for ACC Battery Storage, Union Cabinet Minister for Heavy Industries  Dr. Mahendra Nath Pandey said that “today, the increase in demand for EVs due to a favorable regulatory framework, has mainly attracted investment in this sector. Today big companies are investing in electric vehicle manufacturing in India and are interested to join us. We should give them more encouragement and keep trying to make India a manufacturing hub. Growth in EV segment of auto industry will definitely help us to achieve India's commitment to Panchtantra given by Hon'ble PM Modi ji in COP 26 and will provide huge employment opportunities to Indian youth.”

10 companies submitted their bids under the Advanced Chemistry Cell (ACC) Battery Storage Programme in India for which Request for Proposal (RFP) was released by Ministry of Heavy Industries (MHI) on 22nd October 2021. The scheme was open for receiving applications till 11:00:00 hours IST on 14th January 2022 and the Technical Bids were opened on 15th January 2022.

All the 10 bids were evaluated and 9 companies were found responsive and meeting the conditions of eligibility as per the requirements under the RFP. Accordingly, the Financial bids for the qualified bidders were opened on March 17, 2022 at 11.45 AM after announcement of the results of technical evaluation under transparent global tender process of RFP.

Final evaluation of the Selected Bidders was carried out as per Quality & Cost Based Selection (QCBS) mechanism and the bidders were ranked on the basis of their combined technical and financial score. The ACC capacities have been allocated in order of their rank, till a cumulative capacity of 50 GWh per year. Shortlisted Bidders that are not successful in securing allocation are placed under a waiting list.

Following is the list of companies who were selected and waitlisted under the Program.

The manufacturing facility would have to be set up within a period of two years. The incentive will be disbursed thereafter over a period of five years on sale of batteries manufactured in India.

The Government approved the Production Linked Incentive (PLI) Scheme 'National Programme on Advanced Chemistry Cell (ACC) Battery Storage’ for achieving manufacturing capacity of Fifty (50) Giga Watt Hour (GWh) of ACC for enhancing India’s Manufacturing Capabilities with a budgetary outlay of ₹ 18,100 crore. Under the said initiative the emphasis of the Government is to achieve greater domestic value addition, while at the same time ensure that the levelized cost of battery manufacturing in India is globally competitive.

The program is designed in such a manner that it is technology agnostic. The beneficiary firm shall be free to choose suitable advanced technology and the corresponding plant & machinery, raw material and other intermediate goods for setting up cell manufacturing facility to cater to any application.

The Program envisages an investment which will boost domestic manufacturing & also facilitate battery storage demand creation for both electric vehicles and stationary storage along with development of a complete domestic supply chain & Foreign Direct Investment in the country. ACC PLI scheme is expected to accelerate EV adoption and hence translate into net savings of ₹  2,00,000 crore to ₹ 2,50,000 crore on account of oil import bill during the period of this Programme and increase the share of renewable energy at the national grid level.

This PLI scheme for Advanced Chemistry Cell (ACC) (₹18,100 crore) along with the already launched PLI Scheme for automotive sector (₹25,938 crore) and Faster Adaption of Manufacturing of Electric Vehicles (FAME) (₹10,000 crore) will enable India to leapfrog from traditional fossil fuel-based automobile transportation system to environmentally cleaner, sustainable, advanced and more efficient Electric Vehicles (EV) based system.

The overwhelming response shows that Industry has reposed its faith in India’s stellar progress as a world class manufacturing destination which resonates strongly with Hon’ble Prime Minister’s clarion call of AtmaNirbharBharat - a self-reliant India.

भारत में एडवांस्ड केमिस्ट्री सेल (एसीसी) बैटरी भंडारण कार्यक्रम के तहत  10 कंपनियोंने अपने प्रस्ताव दिए जिनके लिए भारी उद्योग मंत्रालय ने 22 अक्टूबर 2021 को अनुरोध-प्रस्ताव (आरएफपी) जारी किया था। इसस्कीम के अंतर्गत भारतीय समय के अनुसार 14 जनवरी 2022 के पूर्वाह्न 1100 बजे तक आवेदन करने की सुविधा उपलब्ध थी और तकनीकी बोलियां 15 जनवरी 2022 को खोली गईं।

इस मौक़े पर केंद्रीय भारी उद्योग मंत्री डॉ महेंद्र नाथ पाण्डेय ने कहा की “आज एक अनुकूल नियामक ढांचे के कारण हुई ईवी की मांग में वृद्धि, ने मुख्य रूप से इस क्षेत्र में निवेश को आकर्षित किया है। आज बड़ी कंपनियां भारत में इलेक्ट्रिक vehicle मैन्युफैक्चरिंग में निवेश कर रहीं हैं और हमसे जुड़ने की इच्छुक हैं। हमें इन्हे और प्रोत्साहन देना चाहिए और भारत को मैन्युफैक्चरिंग हब बनाने के लिए प्रयास करते रहना चाहिए। ऑटो उद्योग के ई वी परिक्षेत्र में विकास निश्चित रूप से हमें सीओपी 26 में माननीय पीएम मोदी जी द्वारा दिए गए "पंचतंत्र" के लिए भारत की प्रतिबद्धता को प्राप्त करने में मदद करेगा और भारतीय युवाओं को रोजगार के बड़े अवसर प्रदान करेगा”

सभी 10 बोलियों का मूल्यांकन किया गया औरआरएफपी के तहत आवश्यकताओं के अनुसार 9 कंपनियांसक्रिय और पात्रता शर्तों को पूरा करती पाई गयीं। तदनुसार, आरएफपी की पारदर्शी वैश्विक निविदा प्रक्रिया के तहत तकनीकी मूल्यांकन के परिणामों की घोषणा के बाद पात्र बोलीदाताओं कीवित्तीय बोलियां 17 मार्च, 2022 को पूर्वाह्न 11.45 बजे खोली गईं।

चयनित बोलीदाताओं का अंतिम मूल्यांकन गुणवत्ता और लागत-आधारित चयन (क्यूसीबीएस) तंत्र के अनुसार किया गया था और बोलीदाताओं को उनके तकनीकी और वित्तीय स्कोर के संयुक्त आधार पर श्रेणीबद्ध किया गया था। एसीसी क्षमताओं का आवंटन उनकीरैंक के क्रम में ही प्रति वर्ष 50 गीगावाट घंटे की संचयी क्षमता तककिया गया है। जो शॉर्टलिस्टेडबोलीदाता आवंटन प्राप्त करने में सफल नहीं हुए, उन्हें प्रतीक्षा-सूची में रखा गया है।

कार्यक्रम के अंतर्गत चयनित और प्रतीक्षा सूचीबद्ध कंपनियां निम्नांकित हैं-

विनिर्माण केंद्र दो वर्ष के भीतर स्थापित करने होंगे। इसके बादभारत में निर्मित बैटरी की बिक्री पर पांच वर्ष के दौरान प्रोत्साहन वितरणकिया जाएगा।

सरकार ने भारत की विनिर्माण क्षमताओं को बढ़ाने के लिए एसीसी की पचास (50) गीगावाट घंटे(जीडब्ल्यूएच) की विनिर्माण क्षमता प्राप्त करने के लिए 18,100 करोड़ रुपये के बजटीय परिव्यय से ‘राष्ट्रीय उन्नत रसायन सेल (एसीसी) बैटरी भंडारण कार्यक्रम’ को अनुमोदित किया है। उक्त पहल के अंतर्गत सरकार का जोर अधिक से अधिक घरेलू मूल्यवर्धन प्राप्त करना और साथ ही यह भी सुनिश्चित करना है कि भारत में बैटरी विनिर्माण की औसत (लैवेलाइज़्ड) लागत विश्व स्तर पर प्रतिस्पर्धी बनी रहे।

कार्यक्रम को इस तरह से डिज़ाइन किया गया है कि इसमें किसी भी  प्रौद्योगिकी का उपयोग किया जा सकता है। किसी भी अनुप्रयोग के लिए सेवा उपलब्ध कराने के प्रयोजन से,लाभार्थी प्रतिष्ठान ऐसी किसी भी उपयुक्त उन्नत प्रौद्योगिकी और संगत संयंत्र तथा मशीनरी, कच्चे मामल तथा अन्य इंडरमीडिएट वस्तुओं के चयन के लिए स्वतंत्र होंगे।

इस कार्यक्रम में एक ऐसे निवेश की परिकल्पना की गई है जिससे घरेलू विनिर्माण को बढ़ावा मिले और इलेक्ट्रिक वाहनों तथा स्थिर भंडारण के लिए बैटरी भंडारण मांग सृजन हो सके और देश में एक पूर्ण घरेलू आपूर्ति-श्रृंखला का विकास तथा प्रत्यक्ष विदेशी निवेश में वृद्धि भी हो सके। एसीसी पीएलआई स्कीम से इलेक्ट्रिक वाहनों को अपनाने में तेज़ी आने की संभावना है और इसलिए इस कार्यक्रम के दौरान कच्चे तेल के आयात बिल में 2,00,000 करोड़ रूपए से 2,50,000 करोड़ रूपए तक की शुद्ध बचत होने और राष्ट्रीय ग्रिड स्तर पर नवीकरणीय ऊर्जा की हिस्सेदारी में वृद्धि होने की संभावना है।

उन्नत रसायन सेल (एसीसी) के लिए इस पीएलआई स्कीम(18,100 करोड़ रुपये) और मोटर वाहन क्षेत्र के लिए पहले से ही चल रही पीएलआई स्कीम (25,938 करोड़ रुपये) तथा इलेक्ट्रिक वाहनों के तीव्र विनिर्माण और अंगीकरण (फेम) (10,000 करोड़ रुपये) से भारत को पारंपरिक जीवाश्म ईंधन-आधारित ऑटोमोबिल परिवहन प्रणाली के स्थान पर पर्यावरणीय रूप से स्वच्छ, टिकाऊ, उन्नत और अधिक कुशल इलेक्ट्रिक वाहन (ईवी) प्रणाली को तेजी से अपनाने में मदद मिलेगी।

10 million tonnes in 1977-78, added another ten million by 2004-05, crossed 30 million tonnes within a decade and has now breached the 40 million mark.

While inaugurating the webinar, Shri Pramod Kumar Tiwari, Director General, BIS explained about the genesis of Consumer Movement in different parts of World and the important role it played in improving the Quality Ecosystem. He also explained the role of Consumer Organization and NGOs in development of Standards and how these organizations act as a bridge between government, regulators and common consumers. Shri Tiwari also explained the need for intensifying the Standards Promotion activities of BIS.

The webinar was attended by 200 plus participants belonging primarily to Consumer Organizations and NGOs throughout the country. Shri Chandan Bahl, Head, Think Nudge & Move Department informed the participants about the Standards Promotion Activities being undertaken by BIS and possible areas of engagement of COs / NGOs in such activities. He also explained the recent guidelines of BIS for engagement of Consumer Organizations and NGOs in the work of Standards Promotion activities including formation and operation of Standards Clubs, awareness programmes, door-to-door campaigns.

Consumer Engagement Portal, recently developed by BIS was also demonstrated to the participants. The features included easy registration of Consumer Organizations and NGOs with BIS using their unique NGO Darpan ID and PAN Card Number. The processes related to viewing the guidelines issued by BIS, programmes offered by BIS for collaboration and submission of proposals by COs / NGOs were also demonstrated.

 The consumer organizations and NGOs actively participated and welcomed this initiative of BIS. They also expressed that they are looking forward to collaborating with BIS to spread the message of Standards and Quality country-wide.

He was virtually addressing the fifth edition of the annual Launchpad-The Entrepreneurship Summit organized by BITS, Pilani today. Paying his tributes to Shri Nanaji Deshmukh, an illustrious alumnus of BITS Pilani, Shri Goyal said that his life and work has been an inspiration to many.

Quoting Steve Jobs, the Minister said, “Innovation distinguishes

between a leader and a follower”. Highlighting that BITS had a history of producing innovators and risk takers, he spoke of a number of BITSians who had successfully ventured into diverse fields like cinema, writing, business and even social service.

He opined that the motto of BITS, ‘knowledge is supreme power’, is more relevant than ever in today’s era of knowledge economy. Observing that BITS students had made a name for themselves in the world of innovation and entrepreneurship, the Minister pointed out that 10% of India’s unicorns were founded by BITS alumni.

Shri Goyal said that laboratories, mentorship, incubators and funding are the four essential elements for a healthy startup ecosystem and added that the Centre of Incubation, Innovation and Entrepreneurship (CIIE) at BITS provided all four.

He applauded the flexible academic structure of BITS that aided innovation during the college years of the students and said that it resonated in large measure with the new education policy that the Government has introduced after extensive consultations.   He asked other colleges to learn from the BITS model and mould job creators rather than job seekers.

Referring to Startups as the innovation engine for the country, Shri  Goyal said today, we are the 3rd largest startup ecosystem in the world. It may be noted that in 5 years, the number of startups registered with DPIIT went up from 500 to more than 65,000 and there are more than 90 unicorns in the nation.

Reiterating that ‘an idea can change your life’, the Minister spoke of the USB innovator Mr. Ajay Bhatt from Vadodara who developed the technology with the goal of making data portable like never before.

Shri Goyal underscored that entrepreneurship is all about disruption and change.  Outlining the many disruptions India has been witnessing across the board such as the way we buy goods online, access digital healthcare consultations, make payments though UPI etc, he said that things had changed fundamentally.

He asked entrepreneurs to not be afraid of failures. Failures are part of an entrepreneur’s journey, so take it ‘lite’, he said, referring to the BITS language for remaining calm. Don’t give up, persevere harder, become bolder, engage with newer ideas and thoughts, he added.

Stating that new India is filled with new energy, enthusiasm and confidence, the Minister said that it no longer seeks incremental change but thirsts for transformations. He asserted that an atmanirbhar India was now striving to engage with the world from a position of strength.

Speaking of the great leaps India was taking in areas like fintech, agritech and marketplaces, Shri Goyal said that PM Modi had given the mantra of IT + IT = IT (Info Technology + Indian Talent = India Tomorrow) for India’s future. He said that we must aspire to make IT and associated sector a trillion-dollar industry.

The Minister said that India was leading in building Digital Public Infrastructure and added that the penetration of smartphones and low cost of data has laid the foundation for disruptive innovation at scale. With digital infrastructure like IndiaStack, Healthstack, Logistics Stack, CoWIN, the next trillion-dollar companies can be created in India, he said.

Shri Goyal said that today, developed countries around the world wanted to learn about building digital public infrastructure from us. Scale and pace of digitization in Indian is something unheard of and could be the topic of PhD thesis, he added.

Listing the several steps taken by Government in its role as the as the facilitator to strengthen the startup ecosystem such as Fund of Funds for Startups, Income Tax exemption for 3 years, Seed Fund Scheme, cutting down of examination period for new trademark registrations etc, the Minister said that that the government, instead of creating impediments like in the past, was actively handholding our youngsters to think big and dream big.

Pointing out that National Startup Award winners had emerged from

smaller cities such as Kochi, Lucknow, Sonipat, the Minister said that this was evidence that the Startup ecosystem was being democratised.

He asked upcoming entrepreneurs to scale up diversity in startups, explore new businesses, promote Agri-preneurs (Agri sector entrepreneurs),Tex-prenenurs (Textiles), Edu-preneurs (Education) and innovate in emerging tech such as Metaverse, Web 3, AI, 5G and areas such as cybersecurity.

He urged them to think of ways to use these technologies, individually or converged to create new opportunities. Opining that sustainability and circular economy are the need of the hour, the Minister said that  the challenge of sustainability in a way would create the next set of big business ideas in finding solutions to climate change, sustainable mobility, water management etc.

Quoting Elon Musk, Shri Goyal said that ‘It is possible for ordinary people to choose to be extraordinary”. He told the students that the future belonged to those who have the courage to pursue their dreams. Your innovations should reach not only every nook and corner of the country but across the world, he said.

He expressed confidence that the startups of today would be the leaders of tomorrow and asked young entrepreneurs to help this country attain higher levels of prosperity and meet the aspirations of a billion plus citizens who are still looking to be stakeholders in our progress and prosperity through deep innovation.

The meeting, held on March 17, 2022, followed directions from the Ministry of Commerce & Industry to scale up shipments in order to alleviate any global supply chain disruptions in view of the geopolitical situation.

Thursday’s meeting was chaired by APEDA chairman Dr. M. Angamuthu and had participation of key stakeholders such as traders, exporters, port officials, policy influencers from the Ministries of Food & Consumer Affairs, Railways and officials from various State Governments.

At the meeting, the Railways assured to make available sufficient rakes to meet any immediate demand for additional wheat transport. Port authorities have also been asked to augment dedicated terminals along with dedicated containers for wheat.

Given the bumper wheat production estimation, the APEDA has asked all stakeholders to strengthen its infrastructure for facilitating hassle free wheat export.

The export of wheat recorded a huge surge at USD 1742 million during April-January 2021-22, growing 387 per cent over the corresponding period in 2020-21 when it touched USD 340.17 million.

India has reported a wheat export worth of USD 2352.22 million in the last three years, including the first ten months of current fiscal 2021-22. In 2019-20, the wheat export was worth USD 61.84 million which rose to USD 549.67 million in 2020-21.

Though India is not among the top ten wheat exporters in the global trade, its rate of growth in exports have surpassed that of other countries, indicating the rapid strides it is taking in reaching new markets worldwide.

India is in final talks to start wheat export to Egypt, while discussions are going on with countries like Turkey, China, Bosnia, Sudan, Nigeria, Iran, etc to start wheat export.

India’s wheat exports are mainly to neighbouring countries with Bangladesh having the largest share of more than 54 per cent in both volume and value terms in 2020-21. In 2020-21, India entered new wheat markets such as Yemen, Afghanistan, Qatar and Indonesia.

According to data by Directorate General of Commercial Intelligence and Statistics (DGCIS), the top ten importing countries for Indian wheat in 2020-21 were Bangladesh, Nepal, United Arab Emirates, Sri Lanka, Yemen, Afghanistan, Qatar, Indonesia, Oman and Malaysia. Top ten countries accounted for more than 99 per cent share in India’s wheat exports in 2020-21 in both volume and value terms.

The rise in wheat exports has been achieved because of the APEDA taking up various initiatives such as organizing B2B exhibitions in different countries, exploring new potential markets and initiating marketing campaigns with active involvement of Indian Embassies.

“We are giving thrust on building infrastructure in the value chain for giving boosts to cereal exports in collaboration with the state governments and other stakeholders such as exporters, farmer producer organizations, transporters etc,” said Dr. M. Angamuthu, Chairman, APEDA.

India accounts for even less than one per cent in world wheat export. However, its share has increased from 0.14 per cent in 2016 to 0.54 per cent in 2020. India is the second largest producer of wheat with a share of around 14.14 per cent of world total production in 2020.

India produces around 107.59 Million MT of wheat annually while a major chunk of it goes towards domestic consumption. Major wheat growing states in India are Uttar Pradesh, Punjab, Haryana, Madhya Pradesh, Rajasthan, Bihar and Gujarat.

The unit price of wheat plays an important role in international trade. While the unit export price of wheat has increased for all countries in the last five years, India’s unit export price is slightly higher than that of other countries. This is one of the factors adversely impacting wheat exports from India.

APEDA has been focusing on facilitating shipments by Indian exporters and helping them make inroads into new markets. In order to ensure seamless quality certification of products to be exported, APEDA has recognized 220 labs across India to provide testing services for a wide range of products and exporters.

APEDA also assists in upgradation and strengthening of recognized laboratories for export testing and residue monitoring plans. APEDA also provides assistance under the financial assistance schemes of infrastructure development, quality improvement and market development for boosting export of agricultural products.

During further investigation it was found that this syndicate was using two more entities namely, M/s Shree Mahaveer International and M/s Gravity Enterprises. A communication was also received from GST, Gujarat State that a car bearing registration no. DL8CAS5941, registered in the name of one of the syndicate firm M/s Blue Water Expotrade Private Limited was intercepted by them in Ahmedabad. FastTags of Trucks were affixed on the car to create false movement of export goods from Delhi to Mundra port. The E-way bills in respect of the fake supply were issued by M/s Shree Mahaveer International.

Search was conducted at residential premises of Shri Rakesh Kumar Jain, proprietor in M/s Shree Mahaveer International and Partner in M/s Gravity Enterprises on 10th March 2022. Shri Rakesh Kumar Jain in his voluntary statement admitted that bogus invoices were received and issued from these syndicate firms without actual supply of goods.

It was evident that Shri Rakesh Kumar Jain was using multiple firms to avail and pass on fake ITC on bogus invoices and E-Way Bills without actual supply of goods. The quantum of GST evaded by him is more than Rs. 85 crore.

Therefore, he was arrested on 10th March 2022 for committing offences specified under Section 132(1)(b)&(c) of the CGST Act, 2017 and produced before Metropolitan Magistrate Patiala House Courts, New Delhi.

Investigation by CGST Delhi (East) Commissionerate so far has unearthed fake ITC racket by seven firms namely, M/s Vibe Tradex, M/s Prime Mark Expotrade Private Limited, M/s Blue Water Expotrade India Private Limited, M/s Transglobe Tradex Private Limited, M/s Tirupati Overseas, M/s Shree Mahaveer International & M/s Gravity Enterprises. Further investigation in the case is under progress.

PLI scheme was notified on 30th September 2021. The total incentive is INR 120 crore spread over three financial years, which is nearly double the combined turnover of all domestic drone manufacturers in FY 2020-21.The PLI rate is 20% of the value addition, one of the highest among PLI schemes. The value addition shall be calculated as the annual sales revenue from drones and drone components (net of GST) minus the purchase cost (net of GST) of drone and drone components. PLI rate has been kept constant at 20% for all three years, an exceptional treatment for drones

As per the scheme, Minimum value addition norm is at 40% of net sales for drones and drone components instead of 50%, an exceptional treatment for drones. Eligibility norm for MSME and startups is at nominal levels.

Coverage of the scheme includes developers of drone-related software also. PLI for a manufacturer shall be capped at 25% of total annual outlay. This will allow widening the number of beneficiaries.In case a manufacturer fails to meet the threshold for the eligible value addition for a particular financial year, she will be allowed to claim the lost incentive in the subsequent year if she makes up the shortfall in the subsequent year.

The application form is of one page only, along with the certificate from the head of organisation and the statutory auditor.More than one company within a Group of Companies may file separate applications under this PLI scheme and the same shall be evaluated independently. However, the total PLI payable to such applicants shall be capped at 25% of the total financial outlay under this PLI scheme.Deadline for submission of application form is 2359 hours on 31st March 2022.

Across the three days of the Symposium, over 400 delegates in-person & those joining in virtually observed thematic presentations under the overarching theme of ‘Research and Development,’ and ‘Innovation and Digital Governance,’ by senior IIT Madras Faculty, Entrepreneurs & Civil Servants.

The insights into the evolving technologies across ten varying themes of innovation not only provided delegates with the opportunity to ideate, conceptualize, & strategize the Vision 2047 with each other during the Symposium, but effectively established the foundation for strong collaborations to translate in scale in the subsequent years to come.

Apart from the thematic presentations, each diverse nucleus consisting of academia, Government, and entrepreneurs were given the platform to present the innovative solutions that came through from their collaborative exchanges across the Symposium.

Going forward, a detailed Vision paper will be prepared by each of the larger merged groups which will be updated every six months over the next three years. These documents will be evolved continuously to develop the roadmap for Vision India 2047.

Professor Kamakoti, Director of IIT Madras and Professor Ashok Jhunjhunwala, President of IITM Research Park & IITM Incubation Cell addressed the valedictory session.

The approval would ensure auction of mineral blocks in respect of Glauconite, Potash, Emerald, Platinum Group of Metals, Andalusite and Molybdenum thereby reducing import of these minerals, generating empowerment opportunity in the mining sector as well as manufacturing sector which will help in ensuring inclusive growth of a large section of the society.  Rate of royalty for Andalusite, Sillimanite and Kyanite which are mineral polymorphs are kept at the same level.

The approval will lead to import substitution in respect of many important minerals for the economy of the country thereby saving valuable forex reserves.  It will reduce country’s foreign dependency through the local production of minerals.  The approval would ensure auction of mineral blocks in respect of Glauconite, Potash, Emerald, Platinum Group of metals, Andalusite and Molybdenum for the first time in the country.

The Act was amended in 2015 to usher in new regime of granting mineral concessions through auction to ensure transparency and non-discrimination in allocation of mineral wealth of the country. Auction regime has matured since then. To give further impetus to the mineral sector, the Act has been further amended in 2021. Under the reforms, the Government has given major boost to auction of mineral blocks, increasing production, improving   ease   of   doing   business   in   the   country   and   increasing contribution of mineral production to Gross Domestic Product (GDP).

Ministry of Mines, led by the vision of Atmanirbhar Bharat given by Hon’ble Prime Minister, has also taken steps for increasing exploration of minerals in the country, which has led to availability of more blocks for auction. Exploration activities have increased not only for traditional minerals such as iron ore, bauxite, limestone but also for deep-seated minerals, fertilizer minerals, critical minerals and minerals which are imported.

In the last 4-5 years, Central Agencies like Geological Survey of India and Mineral Exploration Corporation Ltd. have carried out exploration and handed over reports to the State Governments of several blocks of minerals which are hitherto not mined in the country. When it comes to minerals such as Glauconite/ Potash, Emerald, Platinum Group of Metals (PGM), Andalusite and Molybdenum, the country is totally dependent on import of these minerals for meeting our requirements. As a major step towards mineral self-sufficiency, many State Governments have identified such mineral blocks for auction. However, the rate of royalty for these minerals were not separately provided and was not appropriate for giving impetus to mining of these minerals.

Accordingly, the Ministry had proposed reasonable rates of Royalty in order to encourage better participation in auction, which has been approved by the Union Cabinet led by Hon’ble Prime Minister. These rates have been fixed after extensive consultations with the State Governments and various Ministries/ Department of the Central Government. The Ministry of Mines will also provide methodology for calculation of Average Sale Price (ASP) of these minerals required for enabling auction of these mineral blocks.

With the active cooperation of the State Governments, more than 145 mineral blocks have been successfully auctioned in the country. With further impetus given by the reforms made in the year 2021, more than 146 blocks have been put up for auction in the financial year 2021-22. Of this, 34 blocks have been successfully auctioned in the financial year. Specification of Royalty and ASP for the minerals like Glauconite/ Potash, Emerald, Platinum Group of Metals (PGM), Andalusite and Molybdenum would increase number of blocks for auction. 

Minerals like Glauconite and Potash are used as fertilizer in agriculture. Platinum Group of Metals (PGM) are high value metal used in various industries and new innovative applications. Minerals like Andalusite, molybdenum are vital minerals used in industrial applications.

Encouraging indigenous mining of these minerals is in the National interest that would lead to reduction in imports in potash fertilizers and other minerals. This step taken by the Ministry of Mines is also expected to increase generation of employment in mining sector. It will also ensure increased availability of mineral for the downstream industries and support agriculture.

The Union Minister, in his inaugural address said, “When Jal Jeevan Mission was launched by the Prime Minister on 15th August 2019, only 17% rural households had access to tap water connection. Despite disruptions and lockdown in the last 2½ years, we have managed to provide more than 5.91 Crore tap water connections and 47.39% of households in villages are benefitting from clean drinking water. Shri Shekhawat asserted “there is no dearth of funds for implementation of two-flagship programmes of the government, as for the year 2022-23, Rs 14,449 Crore has been allocated as Central grant to the 6 participating States for ensuring 100% tap water connectivity and sustaining ODF & solid and liquid waste management in villages,”. He exhorted that ‘Har Ghar Jal’ should be a society driven and not engineer-driven programme. The States/ UTs must give preference to single-village gravity-based schemes as these are affordable, sustainable and economical in operation and maintenance in the long-run. The cost component should be thoroughly checked as we formulate detailed project reports (DPRs) for schemes under Jal Jeevan Mission.”

The Union Minister added, “The nation takes pride by saying that all districts in India declared themselves open defecation free (ODF) on 2nd October 2019, much ahead of the target deadline set under Sustainable Development Goal (SDG) 6.” He further exhorted the States which are on the banks of river Ganga to ensure that not a single drop of untreated water flows into river Ganga. If required funds from various schemes may be dovetailed for carrying out SLWM activities in these villages.  

“Jal Jeevan Mission follows the philosophy laid down by the Prime Minister of ensuring ‘no one is left out’. Village Action Plan is drafted at the Gram Sabha meeting where people from all walks of life participate and draw a road map for the next 5-years,” said the Minister of State for Jal Shakti, Shri Prahlad Singh Patel.

“Prime Minister launched Jal Jeevan Mission in 2019 with the aim to provide tap water connection in every rural home. There is need to focus on community involvement in planning and monitoring. Village Water and Sanitation Committee (VWSC) and surveillance committee members must be trained and local people should be skilled to carry out minor repair and maintenance of water supply infrastructure in the long run. Water testing laboratories at district-level need to be strengthened so as to ensure the quality of water supplied in every household and public institution. It is very essential that we ensure the quality of water and the pipe through which water flows,” said the Minister of State for Jal Shakti and Food Processing Industries, Shri Prahlad Singh Patel.

Under 15th Finance Commission a total of Rs 27,908 Crore is allocated for Rural Local Bodies/ Panchayati Raj Institutions (RLBs/ PRIs) for the year 2022-23. There is an assured allocation of Rs 1,42,084 Crore for next five-years i.e. upto 2025-26. For the participating States, Rs 6,856 Crore is allocated as tied grant to carry out water and sanitation related activities for the year 2022-23. 

Reaffirming its commitment towards public health and well-being of the people living in rural areas, in the Union Budget 2022, fund allocation for JJM has been increased from Rs 45,000 Crore in 2021-22 to Rs 60,000 Crore in 2022-23.  For SBM(G), Rs 7,192 Crore has been allocated in the budget for the year 2022-23.  

For the year 2022-23 under JJM, Rs 13,105 Crore has been tentatively allocated by the Centre for these 6 States. (Bihar – Rs 2,699 Crore, Chhattisgarh – Rs 1,308 Crore, Jharkhand – Rs 1,643 Crore, Mizoram – Rs 201 Crore, Odisha – Rs 2,036 Crore and West Bengal – Rs 5,218 Crore).   Under SBM(G), Rs 1,344.71 Crore has been tentatively allocated for the said States. (Bihar – Rs 499.50 Crore, Chhattisgarh – Rs 149.88 Crore, Jharkhand – Rs 109.19 Crore, Mizoram – Rs 10.74 Crore, Odisha – Rs 213.71 and West Bengal – Rs 361.69 Crore). 

SBM(G) Phase-II was approved in February, 2020 with a total outlay of Rs 1,40,881 Crore to focus on sustainability of ODF status and Solid and Liquid Waste Management (SLWM). SBM(G) Phase II is a novel model of convergence between different verticals of financing under various Central and State governments. Apart from budgetary allocations by Department of Drinking Water and Sanitation (DDWS) and corresponding State share, remaining funds are being dovetailed from 15th Finance Commission tied-grants to Rural Local Bodies, MGNREGS, CSR funds and revenue generation models, etc., particularly for Solid and Liquid Waste Management (SLWM). Phase II of SBM(G) has seen a solid start with nearly 65 lakh household benefitting from Individual Household Latrines(IHHL). Over 1.18 lakh Community toilets were built and more than 43,000 villages declared themselves ODF Plus in the country. Over 50,000 villages have already been covered with solid waste management (SWM) arrangements and over 25,000 villages have achieved liquid waste management (LWM) arrangements. 

In the participating States, number of IHHL’s and Community Sanitary Complexes (CSC’s) constructed during SBM-G Phase II is over 19 lakhs and over 15,000 respectively and over 4,000 villages are declared as ODF Plus.

Since the announcement of Jal Jeevan Mission on 15thAugust 2019, significant progress has been made across the country. Today, more than 9.15 Crore rural households have provision of tap water connection. So far under the programme, 4.71 lakh Village Water and Sanitation Committees (VWSC) have been constituted and 3.87 Village Action Plans (VAPs) have been developed. More than 9.26 lakh women in the Country have received training on how to use the Field Test Kits (FTKs) to enable checking the quality of water provided. These women are part of the 5-member surveillance committee set up in every village. There are a total of 1.78 lakh villages spread across 6 States participating in the conference, of these 42,385 villages have been provided 100% tap water coverage.

Following Prime Minister Shri Narendra Modi’s vision of “Sabka Saath, Sabka Vikas, Sabka Vishwas aur Sabka Prayas”, 101 districts, 1,160 blocks, 67,729 gram panchayats and 1,40,111 villages have become ‘Har Ghar Jal’ in the country. Three States – Goa, Telangana and Haryana and three UTs – A&N Islands, D&N Haveli & Daman & Diu and Puducherry have provided 100% tap water coverage.

While setting the agenda Smt. Vini Mahajan, Secretary, DDWS in her opening remarks said, “These are two very ambitious programmes of the government which are looking at universal coverage in providing tap water connectivity and access to toilets for all people living in rural India. We are now halfway through, and now it is time for stock taking to address the issues faced by the States/ UTs in programme implementation. World has recognized water and sanitation as the basic need. We work in close partnership with States/ UTs and Gram Panchayats to ensure clean water and ODF Plus villages by 2024. We are hopeful that the issues raised during the deliberations will be addressed. There is assured support of funds and technical assistance from the Centre.”

The Secretary added, “Regional conferences are organized pan India clubbing States and UTs to deliberate on the progress made under JJM and SBM(G). This is a crucial year for the programme as we have reached mid-way, constant monitoring is required as we enter the next financial year. It is essential that the Annual Action Plans are prepared meticulously so that our achievements meet our annual targets. This conference is an opportunity for firming up our annual plans for 2022-23, apart from the discussions on implementation challenges. SBM(G) and JJM are two transformational missions which provide ‘ease of living’ especially to women and young girls.  States must ensure that provision for adequate state share under JJM is made in States’ budget for 2022-23.”

Shri Arun Baroka, Additional Secretary & Mission Director (JJM and SBM(G)) while making the detailed presentation on the status of both JJM and SBM(G) at the conference emphasized "The States should think beyond 'Har Ghar Jal' as source strengthening and sustainability is of prime importance in long-tern supply of water. There is need to set up grievance redressal mechanism where concerns of people are heard and addressed in a timely manner. Operation & Maintenance of water supply schemes have to be handed over to Panchayats and the community who will be the ultimate custodian of in-village water supply infrastructure. All VAPs must include greywater management so that ground water is recharged and treated water is reused."

Speaking on SBM(G), AS & MD desired, "the States/ UTs need to carry out 2nd round of ODF verification to ensure sanitation sustainability to avoid any slippages. Behaviour change activities under the programme must continue as the work does not end with building toilets. There is need to ensure that the toilets are used by all and at all times."

There are a total of 117 Aspirational districts in the country while 58 of these districts fall in the participating States. So far, under the programme, in all Aspirational districts in participating States, the coverage ranges between 18% to 89%. There is a need to pick up speed so that people living in the region soon get access to clean drinking water.

‘Har Ghar Jal’ envisages bottom up approach in planning and implementation of rural water supply schemes. So far under the programme, in these participating States 95,087 Village Water & Sanitation Committees (VWSCs) have been constituted and 73,591 Village Action Plans (VAPs) have been developed. More than 1.33 lakh women in the villages have been trained on how to use the Field Test Kits (FTKs) to carry out Water Quality Monitoring & Surveillance (WQM&S) activities. These women are part of the 5-women surveillance committee formed in every village to test the water quality at the sources & delivery points and report in case any contamination is found so that immediate remedial action can be initiated.

Subject matter experts and senior government officials held technical sessions on role of rural local bodies in ensuring water and sanitation activities in convergence with 15th Finance Commission funds. A specific session was dedicated on grey water management in the conference. A special session was organized on quality aspects in implementation of Jal Jeevan Mission.

The Ministry of Housing and Urban Affairs is organising a national level ‘India Water Pitch-Pilot-Scale Start-up Conclave’ on 12 March, 2022 at Stein Auditorium, India Habitat Centre, New Delhi, with an aim to start the communication with Start-ups in water sector. The Minister of Housing and Urban Affairs, Shri Hardeep S. Puri will launch ‘India Water Pitch-Pilot-Scale Start-up Challenge’ during the conclave and deliver the keynote address. The Ministry will select 100 start-ups through this challenge, which will be provided Rs.20 lakhs as funding support.

The Prime Minister has launched the Atal Mission for Rejuvenation and Urban Transformation 2.0 (AMRUT 2.0) on 01 October, 2021 with the aim of making Indian cities ‘Aatma Nirbhar’ and ‘Water Secure’. The Mission envisages to provide functional water tap connections to all urban households, providing universal household coverage of sewerage/septage services in 500 AMRUT cities, undertaking rejuvenation of water bodies, recycle/ reuse of treated used water, rainwater harvesting and provision of green spaces thereby improving ease of living.

Technology sub-mission is a key component of AMRUT 2.0 which focuses on providing financial anchor as well as mentoring to start-ups to “Pitch, Pilot-and scale” solutions to address water problems in Indian cities. The new and emerging technologies resulting from the thriving start-up ecosystem in India are providing breakthrough solutions for urban water problems which will be harnessed for achieving the objectives of the Mission.

More than 50 Start-ups will pitch/exhibit innovative solutions for urban water problems. User, industry, sector experts and investors will also attend the conclave. This conclave is expected to be a starting point for interaction between user such as States/ cities/ parastatal agencies, start-ups, sector experts and industry. User will also get first-hand experience of innovative solutions.

Shri Manoj Joshi, Secretary, MoHUA, Smt. D. Thara, Mission Director and Additional Secretary AMRUT, MoHUA and other senior officials from MoHUA will participate in the Conclave.

Two Panel Discussions are also planned in the Conclave. In the first Panel Discussion on ‘Leveraging Start-up Ecosystem to solve urban challenges’ speakers from Quantela, Paytm, Delhivery, Urban Company, Zoho, Rainmatter Foundation will share their views. In the second Panel Discussion on ‘Industry Platforms for scaling up Start-ups’ speakers form CISCO and Microsoft will participate.

Objectives of the MoU:

Cooperation in the field of medical sciences/health research in areas including Toxicology, Neglected (Tropical) disease, rare diseases and any other areas of mutual interest. The cooperation in scientific research and technological development includes the joint funding of scientific research projects as well as the exchange of researchers, funding of joint seminars, symposia and workshops which would be of high scientific standard and beneficial to the advancement of science, significant from a scientific point of view.

The UDISE+ system of online data collection from the schools was developed by Department of School Education & Literacy in the year 2018-19 to overcome the issues related to erstwhile practice of  manual data filling in paper format and subsequent feeding on computer at the block or district level in the UDISE data collection system since 2012-13.

In UDISE+ system, improvements have been made particularly in the areas related to data capture, data mapping and data verification.

Students and Teachers in schools:

In 2020-21 total students enrolled in school education from primary to higher secondary stood at 25.38 crore. There is an increase of 28.32 lakh enrolments as compared to the 25.10 crore enrolment in 2019-20.

Gross Enrolment Ratio (GER) which measure the general level of participation has improved in 2020-21 at all levels of school education compared to 2019-20.  Level wise GER in 2020-21 as compared to 2019-20 are:  92.2% from 89.7% in upper primary, 99.1 % from 97.8% in elementary, 79.8% from 77.9% in secondary and 53.8% from 51.4% in higher secondary respectively.

96.96 lakh teachers are engaged in school education during 2020-21. This is higher by about 8800 in comparison with number of teacher in school education in 2019-20. 

In 2020-21 the Pupil Teacher Ratio (PTR) stood at 26 for primary, 19 for upper primary, 18 for secondary and 26 for higher secondary, showing an improvement since 2018-19. The PTR for primary, upper primary, secondary and higher secondary was 28, 20, 21, and 30 respectively during 2018-19.

In 2020-21 over 12.2 crore girls are enrolled in primary to higher secondary showing  an increase of 11.8 lakh girls compared to the enrolment of girls in 2019-20. 

Non-teaching staffs

The number of non-teaching staffs has also improved over the years. Total non teaching staffs during 2020-21 stood at 15.8 lakh as compared to 12.37 lakhs in 2018-19. Among, the non-teaching staffs, number of accountants, library assistants, laboratory assistants, head clerks, LDC/UDC staffs has grown from 5.79 lakh to 7.8 lakh by adding 2.05 lakh from 2018-19 to 2020-21. 

School Infrastructure:

Schools with functional electricity have made impressive progress during 2020-21 with net addition of 57,799 schools provided electricity. Now 84% of the total schools have functional electricity facility in comparison with 73.85% in 2018-19 showing remarkable improvement of 10.15% during the period.

Percentage of the schools with functional drinking water has increased to 95.2 % in 2020-21 from 93.7 % in 2019-20.

Percentage of the school with functional girl’s toilet facility has increased to 93.91 % in 2020-21 in comparison with 93.2 % in 2019-20 by adding the facility in additional 11,933 schools during the year.

Percentage of schools with hand wash facilities has also improved during 2020-21 and now stands at 91.9 % as compared to 90.2 % in 2019-20.

Number of schools having functional computers increased to 6 lakh in 2020-21 from 5.5 lakh in 2019-20 showing an increasing of 3 %. Now, 40% of the schools have functional computers.

Number of schools having internet facility increased to 3.7 lakh in 2020-21 from 3.36 lakh in 2019-20 with an increase of 2.6%.
