जयपुर 12 फरवरी। यदि आप अपने वाहन के लिए NHAI FASTag का एनुअल पास बनवाने की सोच रहे हैं, तो जरा संभल जाइए। साइबर ठगों ने अब नेशनल हाईवे अथॉरिटी ऑफ इंडिया (NHAI) की हुबहू नकल कर लोगों को ठगने का नया तरीका ढूंढ निकाला है। महानिदेशक पुलिस साइबर क्राइम संजय अग्रवाल ने एडवाइजरी जारी करते हुए आमजन को इस नए फिशिंग स्कैम के प्रति आगाह किया है।

गूगल सर्च के टॉप रिजल्ट में छुपा है ठगी का जाल:

डीजीपी अग्रवाल ने बताया कि साइबर अपराधी अब तकनीक का सहारा लेकर बेहद शातिर हो गए हैं। ये ठग Google Ads और SEO का इस्तेमाल कर अपनी फर्जी वेबसाइटों को सर्च इंजन में सबसे ऊपर (Rank 1) दिखा रहे हैं। आम तौर पर लोग गूगल पर आने वाले पहले लिंक को असली मान लेते हैं, जबकि अपराधी पैसे देकर अपनी फर्जी साइट को Sponsored टैग के साथ ऊपर दिखाते हैं। इन वेबसाइटों का डिजाइन और लोगो असली NHAI पोर्टल जैसा ही होता है, जिससे पहचान करना मुश्किल हो जाता है।

एडवाइजरी के अनुसार ये फर्जी वेबसाइटें वार्षिक पास के लिए करीब 3000 रुपये के भुगतान की मांग करती हैं। पेमेंट के लिए वहां एक क्यूआर कोड दिया जाता है। जैसे ही कोई व्यक्ति इसे स्कैन करता है, पैसा सरकारी खाते में जाने के बजाय अपराधियों के म्यूल अकाउंट में ट्रांसफर हो जाता है। पुलिस ने स्पष्ट किया है कि सरकारी भुगतान कभी भी किसी व्यक्ति विशेष के नाम पर नहीं मांगे जाते।

असली और नकली की पहचान: इन बातों का रखें खास ख्याल:

★ आधिकारिक प्लेटफॉर्म: पास खरीदने या रिन्यू करने के लिए केवल Rajmarg Yatra आधिकारिक ऐप या अधिकृत बैंक पोर्टल का ही उपयोग करें।

★ URL को गौर से देखें: annualtollpass.com या annualtollpasss.com जैसे संदिग्ध लिंक से बचें।

★ प्राप्तकर्ता का नाम जांचें: यदि स्कैन करते समय व्यक्तिगत नाम "सरिता देवी" या किसी अन्य व्यक्ति का नाम आए, तो तुरंत रुक जाएं।

★ सजग रहे: ऑनलाइन भुगतान करते समय विशेष सावधानी बरते और किसी भी संदिग्ध लिंग के माध्यम से अपनी बैंकिंग जानकारी शेयर ना करें।

ठगी होने पर तुरंत यहाँ करें शिकायत:

यदि आप इस तरह के किसी स्कैम में फंस जाते हैं, तो समय गंवाए बिना तुरंत कार्रवाई करें। आप साइबर हेल्पलाइन नंबर 1930 पर कॉल कर सकते हैं। इसके अलावा राजस्थान पुलिस के विशेष हेल्पडेस्क नंबर 9256001930 या 9257510100 पर भी सूचना दी जा सकती है। अपनी शिकायत आप भारत सरकार के पोर्टल cybercrime.gov.in पर भी दर्ज करवा सकते हैं।

Reliance Jio ने CNAP (Calling Name Presentation) सर्विस को आधिकारिक तौर पर कई सर्किलों में शुरू कर दिया है और इनमें राजस्थान भी शामिल है। फिलहाल यह सुविधा मुख्य रूप से Jio‑to‑Jio कॉल पर और चुनिंदा 4G/5G हैंडसेट्स पर चरणबद्ध तरीके से एक्टिव की जा रही है।

CNAP क्या है?

CNAP एक नेटवर्क‑लेवल सिस्टम है जिसमें कॉल आने पर सिर्फ नंबर नहीं, बल्कि KYC आधारित असली नाम स्क्रीन पर दिखाया जाता है। इसका मकसद स्पैम, फ्रॉड और फर्जी कॉलर ID (जैसे किसी बैंक/सरकारी अफसर बनकर कॉल करना) को कम करना है।

Jio की CNAP सर्विस की मुख्य बातें

रिपोर्ट्स के अनुसार Jio ने बिहार, यूपी ईस्ट, वेस्ट बंगाल, राजस्थान, पंजाब, केरल, असम, झारखंड, ओडिशा सहित कई राज्यों में CNAP रोल‑आउट शुरू कर दिया है। Jio इसे फेज‑वाइज लागू कर रहा है, आने वाले महीनों में इसे पूरे देश में पैन‑इंडिया स्तर पर उपलब्ध कराने का लक्ष्य है।

राजस्थान में क्या है स्थिति ?

राजस्थान में Jio की CNAP सेवा शुरू हो चुकी है, हालांकि यह अभी “Jio से Jio कॉलिंग” पर ही सीमित बताई जा रही है। इसका मतलब: अगर दोनों पक्ष Jio यूज़र हैं और उनका फोन CNAP‑कम्पैटिबल है, तो कॉल उठाने से पहले ही स्क्रीन पर नाम दिखने की संभावना है; दूसरे नेटवर्क से आने‑जाने वाली कॉल पर यह तुरंत हर जगह नहीं दिखेगा।

सरकारी निर्देश और टाइमलाइन

DoT ने सभी टेलीकॉम ऑपरेटरों को CNAP की 60 दिन की पायलट रन शुरू करने और फिर 31 मार्च 2026 तक देशभर में सर्विस फुल‑स्केल लागू करने का लक्ष्य दिया है। TRAI और DoT की लाइन के मुताबिक CNAP को डिफॉल्ट “ऑन” रखा जाएगा, यानी यूज़र को अलग से एक्टिवेट नहीं करना पड़ेगा, बल्कि चाहें तो बाद में “ऑप्ट‑आउट” कर सकेंगे।

टेक्निकल व प्रैक्टिकल पॉइंट्स

शुरूआती फेज में CNAP मुख्यतः 4G/5G स्मार्टफोन्स और VoLTE/VoNR कॉलिंग पर बेहतर काम करेगा; पुराने 2G/3G नेटवर्क पर इसे बाद में जोड़ा जाएगा।अलग‑अलग कंपनियों के बीच (जैसे Jio से Airtel/Vi/BSNL) इंटरऑपरेबिलिटी टेस्ट चल रहे हैं ताकि किसी भी नेटवर्क से कॉल आए तो नाम सही दिख सके।

Union Minister for Information and Broadcasting Shri Ashwini Vaishnaw informed the Lok Sabha that the issue raised regarding social media and fake news is a very serious matter. He stated that fake news poses a threat to India’s democracy and emphasised the need for strict action on social media platforms, misinformation and AI-generated deepfakes. He observed that the way social media is being used has created certain ecosystems that do not wish to follow the Constitution of India or comply with laws enacted by Parliament. He underlined the urgent need to take firm action and frame stronger rules.

While replying to a question in the Parliament Shri Vaishnaw informed that new rules have recently been introduced, including a provision requiring takedown within thirty-six hours. A draft rule has also been published for identifying and taking necessary action on AI-generated deepfakes and consultations on this are currently underway. The Minister appreciated the work of the Parliamentary Committee and thanked Shri Nishikant Dubey and all members for presenting a detailed report containing key recommendations for strengthening the legal framework.

The Minister stated that issues concerning fake news and social media involve a delicate balance between freedom of speech and the protection of our democracy and the Government is working with full sensitivity to this balance. He also highlighted that under the leadership of Prime Minister Shri Narendra Modi, the Digital India initiative has brought about a major transformation and democratised technology, whose positive impacts must be acknowledged. He said that the Social media has also provided a platform to every citizen. Taking all these aspects into account, the Government is working to strengthen institutions and the trust that forms the foundation of society.

The Government with an intent to provide access to cyber security to all citizens had mandated pre-installation of Sanchar Saathi app on all smartphones. The app is secure and purely meant to help citizens from bad actors in the cyber world.

It helps in " Jan bhagidari" by all citizens in reporting on such bad actors and actions while protecting users themselves. There is no other function other than protecting the users in the app and they can remove the app whenever they want. This has been clarified by Government.

So far 1.4 crore users have downloaded this app and are contributing to information on 2000 fraud incidents per day. The number of users has been increasing rapidly and the mandate to install the app was meant to accelerate this process and make the app available to less aware citizens easily. Just in last one day, 6 lakh citizens have registered for downloading the App which is a 10x increase in its uptake. This is affirmation of faith by citizens on this App for protecting themselves provided to them by the Government.

Given Sanchar Saathi’s increasing acceptance, Government has decided not to make the pre- installation mandatory for mobile manufacturers.

मोबिक्विक ने 48 घंटे में करीब 40 करोड़ रुपए की बड़ी साइबर धोखाधड़ी का सामना किया, जिसमें कंपनी की तकनीकी खामी का फायदा उठाकर हजारों ट्रांजेक्शन में भारी नुकसान हुआ।

कैसे हुआ पूरा घोटाला

11 और 12 सितंबर 2025 को मोबिक्विक के सिस्टम में तकनीकी फॉल्ट आ गया. इस फॉल्ट के कारण यूजर्स अपने वॉलेट में मौजूद राशि से ज्यादा पैसे ट्रांसफर कर सकते थे और गलत पिन डालने पर भी ट्रांजेक्शन हो जाते थे। इसी कमज़ोरी का स्कैमर्स ने फायदा उठाया और दो दिन में करीब 5 लाख संदिग्ध ट्रांजेक्शन के जरिए 40 करोड़ रुपए अलग-अलग बैंक खातों में भेज दिए।

कैसे सामने आया मामला

13 सितंबर को मोबिक्विक के कर्मचारी ने ऑडिट के दौरान ये धोखाधड़ी पकड़ी। जांच में पता चला कि करीब 2,500 बैंक खातों में पैसे ट्रांसफर किए गए हैं. पुलिस ने तुरंत कार्रवाई कर करीब 8 करोड़ रुपए वाले खातों को फ्रीज कर दिया और अब तक 14 करोड़ रुपए रिकवर कर लिए गये हैं, लेकिन कंपनी को नेट 26 करोड़ रुपए का नुकसान हुआ है।

कौन-कौन गिरफ्तार हुआ

इस मामले में हरियाणा के नूंह और पलवल इलाके से छह आरोपियों को गिरफ्तार किया गया है: रेहान, वकार यूनुस, वसीम अकरम, मोहम्मद आमिर, मोहम्मद अंसार और मोहम्मद साकिल। इनके खातों में 9 लाख रुपए बरामद हुए हैं।

आगे क्या होगा?

पुलिस और मोबिक्विक मिलकर बाकी नुकसान की भरपाई करने में लगी हैं। शक है कि इस घोटाले में कंपनी के अंदरूनी कर्मचारी की मिलीभगत भी हो सकती है, जिसकी जांच जारी है। हरियाणा पुलिस ने आम जनता से अपील की है कि अगर उनके खाते में 11-12 सितंबर को बेवजह पैसे आए हैं तो वे जल्द पुलिस को सूचित करें।

पहले भी हो चुके है ऐसे फ्रॉड

ऐसा घोटाला मोबिक्विक के साथ दूसरी बार हुआ है — अक्टूबर 2017 में भी कंपनी को 19 करोड़ रुपए का नुकसान हुआ था।

जल्द ही आपको मोबाइल या लैंडलाइन नंबर रखने के लिए अलग से चार्ज देना पड़ सकता है। टेलीकॉम रेगुलेटरी अथॉरिटी ऑफ इंडिया (TRAI) ने लैंडलाइन और मोबाइल नंबर पर चार्ज लगाने का सुझाव दिया है। 

अथॉरिटी का कहना है कि मोबाइल नंबर एक सरकारी संपत्ति है, जो मूल्यवान और सीमित है । 6 जून 2024 को जारी हुए एक कंसल्टिंग पेपर में इस प्रस्ताव के बारे में बताया गया है। प्रस्ताव के मुताबिक, इस चार्ज को टेलीकॉम सर्विस प्रोवाइडर्स पर लगाया जा सकता है, जिसे बाद में कंज्यूमर्स से वसूला जा सकता है। 

यदि आप बिना जरूरत के अपने मोबाइल फोन में दो सिम कार्ड इस्तेमाल कर रहे हैं, और उनमें से एक सिम को निष्क्रिय (डिएक्टिव) मोड में रखते हैं, तो आपको उस सिम कार्ड के लिए शुल्क देना पड़ सकता है। यह शुल्क एकमुश्त या सालाना आधार पर लिया जा सकता है। TRAI (भारतीय दूरसंचार नियामक प्राधिकरण) ने मोबाइल ऑपरेटरों के लिए एक योजना बनाई है, जिसके तहत वे मोबाइल फोन या लैंडलाइन नंबरों के लिए यह शुल्क ले सकते हैं। इस स्थिति में, मोबाइल ऑपरेटर यह शुल्क यूजर्स से वसूल सकते हैं।

Government of India today notified Fact Check Unit (FCU) under the Press Information Bureau (PIB) of the Ministry of Information and Broadcasting (MIB) as the fact check unit of the Central Government.

In a Gazette notification issued today, the Ministry of Electronics and Information Technology (MeitY) notified the PIB FCU under the provisions of the sub-clause (v) of sub-rule (1) of rule 3 of the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021. MIB and MeitY have been working closely on the subject to address the challenge of fake news, especially on social media.

The Fact Check Unit under PIB was established in November 2019 with a stated objective of acting as a deterrent to creators and disseminators of fake news and misinformation.  It also provides people with an easy avenue to report suspicious and questionable information pertaining to the Government of India.

The FCU is mandated to counter misinformation on Government policies, initiatives and schemes either suo motu or under a reference via complaints. The FCU actively monitors, detects, and counters disinformation campaigns, ensuring that false information about the Government is promptly exposed and corrected.

Citizens can reach out to the PIB Fact Check Unit through various modes, including  through WhatsApp (+918799711259), email (pibfactcheck[at]gmail[dot]com), Twitter (@PIBFactCheck) and PIB’s website ( https://factcheck.pib.gov.in/). The Fact Check Unit’s WhatsApp Hotline Number is a handy tool for such people where one only has to forward a suspicious message.

The PIB Fact Check Unit has also taken measures to ensure the accessibility of the fact-checks to persons with disabilities. Since images constitute a major part of social media, it is becoming increasingly imperative to provide ‘Alternative text’ (ALT) to ensure the universal reach of content. The PIB Fact Check Unit provides alternative text alongside all its posts disseminated on its Twitter, Facebook and Instagram handle.

समस्या का हल खोजने के लिए डॉक्टरों ने चूहों को रेसवेरेट्रॉल और कॉपर (तांबा) के संयुक्त प्रो-ऑक्सिडेंट टैबलेट दी। यह टैबलेट क्रोमोजोन को बेअसर करने में असरदार रही। करीब एक दशक से टाटा के डॉक्टर्स इस पर शोध कर रहे हैं। इस टैबलेट को फूड सेफ्टी एंड स्टैंडर्ड अथॉरिटी ऑफ इंडिया से मंजूरी का इंतजार है।

कैंसर ट्रीटमेंट को और बेहतर बनाने में मदद मिलेगी

टाटा मेमोरियल सेंटर के पूर्व निदेशक डॉ. राजेंद्र बडवे ने बताया कि कैंसर के इलाज को बेहतर बनाने की दिशा में अधिक शोध की जरूरत है। डॉ. मित्रा के शोध से दुनियाभर में कैंसर ट्रीटमेंट को और भी बेहतर बनाने में मदद मिलेगी।

टाटा मेमोरियल सेंटर के उपनिदेशक सेंटर फॉर कैंसर एपिडीमिलॉजी डॉ. पंकज चतुर्वेदी ने बताया कि समस्या की जड़ का पता लगाने के साथ-साथ उसका निवारण भी उतना ही जरूरी है। कॉपर- रेसवेरेट्रॉल के एक घरेलू नुस्खा है। कैंसर के इलाज को बेहतर बनाने और इलाज के दौरान होने वाले दुष्परिणामों को कम करने में भी मददगार साबित होता है। रेसवेरेट्रॉल अंगूर, बेरीज के छिलके सहित अन्य पदार्थों से मिलता है। कई खाद्य पदार्थों से भी कॉपर मिलता है।

साइड इफेक्ट को कम करता है

- टाटा के बोन मैरो ट्रांसप्लांट विशेषज्ञ डॉ. नवीन खत्री के अनुसार इलाज के दौरान मरीज के मुंह में छाले पड़ जाते हैं, कॉपर- रेसवेरेट्रॉल के सेवन से इस तकलीफ से काफी राहत मिलती है।

-मुंह के कैंसर की कोशिकाओं की आक्रामकता को कॉपर- रेसवेरेट्रॉल का टैबलेट देने के बाद कैंसर सेल की तीव्रता कम हो गई।

- पेट से संबंधित कैंसर मरीजों के इलाज के दौरान हाथ और पांव की स्किन छूटने के साइड इफेक्ट को भी कम करने में इससे मदद मिलती है।

- ब्रेन ट्यूमर के मरीजों में भी कॉपर- रेसवेरेट्रॉल के सेवन से बेहतर परिणाम मिले हैं।

किन कंपनियों के ऊपर हुआ एक्शन

 वित्त मंत्रालय के गुरुवार के अपडेट के अनुसार, जिन कंपनियों को मनी लॉन्ड्रिंग रोकथाम कानूनों के तहत कारण बताओ नोटिस भेजे गए हैं, उनमें बाइनेंस, कुकॉइन, हुओबी, क्राकेन, गेट डॉट आईओ, बिटरेक्स, बिटस्टैम्प, एमईएक्ससी ग्लोबल और बिटफाइनेक्स शामिल हैं। सभी नौ विदेशी क्रिप्टो कंपनियों को भारत की फाइनेंशियल इंटेलीजेंस यूनिट की ओर से शो-कॉज नोटिस भेजे गए हैं।

फाइनेंशियल इंटेलीजेंस यूनिट का कहना है कि जिन विदेशी क्रिप्टो कंपनियों को कारण बताओ नोटिस जारी किए गए हैं, वे सभी भारत में गैरकानूनी तरीके से परिचालन कर रही हैं। यूनिट ने संबंधित कंपनियों की वेबसाइट को भारत में ब्लॉक करने की सिफारिश इलेक्ट्रॉनिक एवं सूचना प्रौद्योगिकी मंत्रालय से की है। वित्त मंत्रालय ने एक बयान में कहा- एफआईयू आईएनडी के डाइरेक्टर ने भारत में पीएमएलए एक्ट के प्रावधानों का पालन किए बिना गैरकानूनी तरीके से काम कर रहे निकायों के यूआरएल को ब्लॉक करने की सिफारिश इलेक्ट्रॉनिक एवं सूचना प्रौद्योगिकी मंत्रालय से की है।

मंत्रालय ने यह भी साफ किया कि संबंधित 9 विदेशी क्रिप्टो कंपनियों के ऊपर जिस कार्रवाई की सिफारिश की गई है, वह भारत में भौतिक उपस्थिति को लेकर नहीं है, बल्कि गतिविधियों से संबंधित है।

अब राज्यसभा में भेजा गया बिल 

लोकसभा में पास होने के बाद अब इसे राज्यसभा में भेजा गया है। राज्यसभा में पास होने के बाद इसे राष्ट्रपति के पास भेजा जाएगा। अगर वह इस बिल पर हस्ताक्षर कर देते हैं और देश में टेलीकम्युनिकेशन को लेकर कई बड़े बदलाव आ जायेंगे। इस बिल में प्रावधान है कि अगर कोई व्यक्ति फर्जी सिम खरीदता है तो उसे 3 साल की जेल और 50 लाख रुपए तक का जुर्माना लग सकता है। इसके साथ ही इस बिल में कंपनियों को कहा गया है कि वह अपने ग्राहकों को सिम देने से पहले उनकी अनिवार्य रूप से बायोमेट्रिक पहचान करेंगे।

इस बिल में, ओवर-द-टॉप सर्विसेज (OTT प्लेटफॉर्म) जैसे ई-कॉमर्स, ऑनलाइन मैसेजिंग को टेलीकॉम सर्विसेज की परिभाषा से बाहर रखा गया है। पिछले साल जब टेलीकम्युनिकेशन बिल का ड्राफ्ट पेश किया गया था तो उसमें ओटीटी सर्विसेज भी दायरे में थी, जिसे लेकर खूब हंगामा हुआ था। बाद में सरकार ने इसे बिल से हटा दिया है।

नए टेलीकॉम बिल में यह भी प्रावधान किया गया है कि कंज्यूमर्स को गुड्स, सर्विसेज के लिए विज्ञापन और प्रमोशनल मैसेज भेजने से पहले उनकी सहमति लेनी होगी। टेलीकॉम सर्विसेज देने वाली कंपनी को एक ऑनलाइन मैकेनिज्म बनाना होगा, जिससे यूजर्स अपनी शिकायत ऑनलाइन दर्ज करा सके।

अमेरिका की साइबर सिक्योरिटी कंपनी रिसिक्योरिटी (Resecurity) ने एक रिपोर्ट प्रकाशित की है। इस रिपोर्ट में दावा किया गया है कि 81.5 करोड़ भारतीयों की आधार और पासपोर्ट संबंधी निजी जानकारियां डार्क वेब पर बेची जा रही हैं। मीडिया रिपोर्ट्स की मानें तो भारत के इतिहास में यह अब तक का सबसे बड़ा डेटा लीक है।

केंद्रीय जांच ब्यूरो (CBI) कथित तौर पर लीक की जांच कर रही है। इसका पता 'pwn0001' आईडी वाले एक हैकर से चला है। उसने ही डार्क वेब पर चोरी की गई जानकारी का विज्ञापन जारी किया था।

हैकर द्वारा साझा किए गए डेटा के मुताबिक, चोरी की गई जानकारी में आधार और पासपोर्ट विवरण के साथ-साथ लाखों भारतीयों के नाम, फोन नंबर और अस्थायी और स्थायी पते शामिल हैं। हैकर का यह भी दावा है कि यह डेटा आईसीएमआर द्वारा COVID-19 परीक्षण के दौरान एकत्र की गई जानकारी से आया है।

रिपोर्ट के मुताबिक कंप्यूटर इमरजेंसी रिस्पांस टीम ऑफ इंडिया (CERT-In) ने भी आईसीएमआर को उल्लंघन के बारे में सचेत किया है। कोविड-19 परीक्षण की जानकारी राष्ट्रीय सूचना विज्ञान केंद्र (एनआईसी), आईसीएमआर और स्वास्थ्य मंत्रालय जैसे विभिन्न सरकारी निकायों में है, जिससे यह पहचानना चुनौतीपूर्ण हो गया है कि उल्लंघन कहां से हुआ है।

भारत सरकार के केंद्रीय मंत्री नितिन गडकरी जल्द ही टोयोटा इनोवा का एक वर्जन पेश करेंगे, जो पूरी तरह से इथेनॉल पर चलती है। इस नई कार को 29 अगस्त को लॉन्च करने की योजना है। केंद्रीय मंत्री गडकरी कार निर्माताओं को ऐसे वाहन बनाने के लिए प्रोत्साहित करते रहे हैं जो अल्टरनेटिव फ्यूल से चलते हों क्योंकि ये अधिक इको फ्रेंडली होती हैं। सड़क, परिवहन और राजमार्ग मंत्री ने पहले टोयोटा Mirai EV कार लॉन्च की थी, जो पूरी तरह से हाइड्रोजन-जेनरेटेड इलेक्ट्रिसिटी पर चलती है।

यह कार स्टेज 2 BS6 कंपेटिबल होने वाली और पूरी तरह से 100 फीसदी इथेनॉल पर चलने वाली दुनिया की पहली कार होगी। यह भारत के लिए एक महत्वपूर्ण उपलब्धि है, जिसमें बहुत ही कम समय में E10 से लेकर अब E100 कारें शामिल हो गई हैं।

गडकरी ने कहा कि बायो फ्यूल में उनकी रुचि 2004 में देश में पेट्रोल की कीमतों में बढ़ोतरी के कारण शुरू हुई। उन्होंने देश को आत्मनिर्भर बनाने के लिए तेल आयात को कम करने के महत्व पर जोर दिया और उल्लेख किया कि वर्तमान आयात लागत 16 लाख करोड़ रुपये है, जिससे काफी आर्थिक नुकसान हो रहा है।

इसरो ने इस बारे में सोमवार (21 अगस्त) को ट्वीट कर जानकारी दी। इसरो ने लिखा, "स्वागत है दोस्त- चंद्रयान-2 ऑर्बिटर ने औपचारिक रूप से चंद्रयान-3 के लैंडर मॉड्यूल का स्वागत किया। दोनों के बीच दो तरफा संवाद स्थापित हो गया है। अब लैंडर मॉड्यूल से संपर्क में रहने के ज्यादा रास्ते हैं। लैंडिंग का सीधा प्रसारण बुधवार को शाम 5:20 बजे शुरू होगा।"

क्या है चंद्रयान-2 का लैंडर

भारत का चंद्रयान-2 का लैंडर साल 2019 में चांद पर सॉफ्ट लैंडिंग करते वक्त क्रैश हो गया था। हालांकि, चंद्रयान-2 का ऑर्बिटर 2019 से ही चांद की परिक्रमा कर रहा है और इसने चंद्रयान-3 मिशन में काफी सहायता की है।

चंद्रयान-2 ऑर्बिटर लैंडर मॉड्यूल के साथ कम्यूनिकेशन कर रहा है। इसके जरिए ग्राउंड स्टेशन तक सिग्नल भी पहुंचेगा। चंद्रयान-2 ऑर्बिटर ने पहले ही चंद्रयान-3 लैंडर के लिए सुरक्षित लैंडिंग के लिए जगह की पहचान करने में भी अहम भूमिका निभाई है।

इसरो ने सोमवार को लैंडर के एलएचडीएसी कैमरे में कैद की गई चंद्रमा के कई तस्वीरें भी जारी की हैं। चंद्रयान-3 को 14 जुलाई को लॉन्च किया गया था और इसका मकसद चंद्रमा के दक्षिणी ध्रुव पर सॉफ्ट लैंडिंग की उपलब्धि हासिल करना है।

ट्विटर की नई व्यवस्था लागू होते ही मुख्यमंत्री योगी आदित्यनाथ, सलमान खान, शाहरुख खान सहित तमाम हस्‍ति‍यों के ब्‍लू ट‍िक हट गए हैं। अम‍िताभ बच्‍चन, सच‍िन तेंदुलकल, व‍िराट कोहली का भी ट्व‍िटर ने ब्‍लू ट‍िक हटा ल‍िया है। इसके अलावा यूपी के उपमुख्यमंत्री ब्रजेश पाठक, बसपा सुप्रीमो मायावती, भाजपा के प्रदेश अध्यक्ष भूपेंद्र सिंह चौधरी कई द‍िग्‍गजों के ट्विटर अकाउंट से ब्लू टिक हट गया।

ट्वीटर कंपनी के मालिक एलन मस्क ने कहा था कि 20 अप्रैल के बाद से उन अकाउंट्स से ब्लू टिक हटा दिया जाएगा, जिन्होंने पेड सब्सक्रिप्शन नहीं लिया है। उन्होंने इस बात पर जोर देकर कहा था कि अगर ब्लू टिक चाहिए तो इसके लिए मंथली या वार्षिक चार्ज देना पड़ेगा।

Twitter Blue की कीमत हर देश में अलग-अलग है। संयुक्त राज्य में, आईओएस या एंड्रॉइड यूजर्स के लिए $ 11 प्रति माह या $ 114.99 प्रति वर्ष और वेब यूजर्स के लिए $ 8 प्रति माह या $ 84 प्रति वर्ष खर्च होता है। भारत में, iOS के लिए ट्विटर ब्लू की कीमत 900 रुपये मासिक है, वेब मासिक 650 रुपये है जबकि iOS के लिए वार्षिक मूल्य 9,400 रुपये है। एंड्रॉइड यूजर्स के लिए, मासिक मूल्य 900 रुपये है जबकि वार्षिक मूल्य 9,400 रुपये है।

किरण कुमार ने  कहा कि  अभिभाषण  वैज्ञानिक प्रेक्षणों – सूचनाओं के साथ नवीन तकनीकों जैसे कृत्रिम बुद्धिमत्ता (Artificial Intelligence), मशीन लर्निंग के द्वारा शोध के नये आयाम स्थापित कर   नये परिणाम प्राप्त किये जा सकते हैं । इसके लिए देश में सक्षम वातावरण निर्मित हो रहा है ।

उन्होंने वैज्ञानिकों को आगामी सौर मिशन की रूपरेखा तैयार करने के लिए प्रेरित किया

भौतिक अनुसंधान प्रयोगशाला अहमदाबाद के निदेशक, प्रोफेसर अनिल भारद्वाज न  स्वागत उद्बोधन मे    उदयपुर सौर वेधशाला में स्थापित उन्नत तकनीक युक्त सौर दूरबीनों (जैसे – MAST (मास्ट), GONG (गोंग), सौर रेडियो दूरबीन E- Callisto (ई-कैलिस्टो)  के बारे मे बताया ।

उन्होंने  भौतिक अनुसंधान प्रयोगशाला द्वारा निर्मित चंद्रयान – 2 के साथ भेजें गए XSM (एक्सएसएम) पेलोड जो कि सूक्ष्म सौर प्रज्वाल के अध्ययन में उपयोगी भूमिका निभा रहा हैं, पर चर्चा की।

कार्यशाला संयोजक  डॉ भुवन जोशी व डॉ रमित भट्टाचार्य ने  तीन दिनों के सत्रों की रूप रेखा रखी   ।

चंद्र विजेता मानव किस दिन सूर्य विजेता बनेगा?

वर्ष 1970 मे विद्या भवन के सभागार के द्वार पर उकेरी इन पंक्तियों को देख  सार्थक करने की दिशा मे कार्य कर रहे   देश के शीर्ष वैज्ञानिक पद्मश्री किरण कुमार तथा डॉ अनिल भारद्वाज अभिभूत हो गए।

विद्या भवन सभागार मे विद्यार्थियों से खास तौर पर मिलने पंहुचे इन दोनो वैज्ञानिकों ने जब द्वार के दूसरी और उकेरी हुई पंक्तियों " क्या हमारे भाई दूसरे ग्रह नक्षत्रों मे भी है "? को पढ़ दोनो वैज्ञानिक कुछ देर के लिए गंभीर सोच मे रहे ।

उल्लेखनीय है कि  20 जुलाई 1969 मे मानव जब चंद्र पर गया तब उसके अगले ही दिन हुए  21  जुलाई को विद्या भवन के स्थापना दिवस सामारोह मे इस वैज्ञानिक उपलब्धि का उत्सव मनाया गया । साथ ही यह चर्चा भी हुई थी कि  मानव सूर्य विजेता कब बनेगा । यही जिज्ञासा दीवार पर उकेरी हुई है ।

दोनों शीर्ष वैज्ञानिकों का मेवाड़ी पगड़ी पहनाकर  उपरना ओढ़ा  व महाराणा प्रताप की प्रतिमा भेंट कर अभिनंदन  किया गया।

कार्यक्रम में उपस्थित विद्यार्थियों व गणमान्य नागरिकों को  संबोधित करते हुए डॉ किरण कुमार ने भारतीय अंतरिक्ष अनुसंधान मिशन की अब तक की यात्रा का वर्णन किया। उन्होंने बताया कि भारत का अंतरिक्ष मिशन अन्य देशों से इस मामले में अलग है कि हमनें सैन्य उद्देश्यों के बदले शोध व आम जन जीवन की समस्याओं के समाधान के उद्देश्यों से इस पर कार्य किया है। उन्होंने पिछले वर्षों में लॉन्च किए गए भारतीय चंद्रयान मिशन 1 व 2 तथा मंगलयान मिशन की जानकारियां भी सांझा की। उन्होंने आदित्य एल 1 मिशन को सूर्य के शोध में एक क्रांतिकारी कदम बताया।

प्रो अनिल भारद्वाज ने विद्यार्थियों को स्पेस रिसर्च में आगे करियर बनाने का आव्हान किया और यह भी कहा कि बच्चों को स्पेस प्रक्षेपण केंद्र पर जाकर अंतरिक्ष यान के प्रक्षेपण को देखना चाहिए।
विद्यार्थियों के सवालों का जवाब देते हुए किरण कुमार ने कहा कि हम जल्दी ही चंद्रमा पर भारतीय अंतरिक्ष यात्री भेजेंगे। साथ ही कहा कि हमें मिलकर भारत में ऐसा वातावरण व कार्य संस्कृति बनानी होगी जिससे ना केवल हमारा टैलेंट बाहर की बजाय यहीं कार्य करे बल्कि हमें अन्य देशों के प्रतिभाशाली शोधार्थियों को अपनी ओर आकर्षित करना है।

 सरकार के निर्देशानुसार , आपके क्षेत्र में इंटरनेट सेवा अगली सूचना आने तक बंद कर दी गई है , ये मैसेज आज के डिजिटल हो चुके दैनिक जीवन को भयभीत कर देने वाला बन चुका है, जब भी किसी सरकारी भर्ती परीक्षा के एग्जाम होते है तो नकल की आशंका और अफवाह न फैले इस नाम पर प्रशासन तुरंत ही आनन फानन में इंटरनेट बंद कर देता है, जिसके बाद बिजली पानी की तरह आवश्यक बन चुके इंटरनेट के अभाव में व्यापारी, व्यवसायी, विद्यार्थी , नोकरी पेशा व्यक्ति और हर आम व्यक्ति जो इंटरनेट आधारित क्रिया कलापो से जुड़ा होता है, उसका जीवन एक तरह से शट डाउन हो जाता है।

 जिन क्षेत्रों में बिजली का अभाव है वहाँ भी इंटरनेट की पकड़ है, लोग जेब मे पर्स की जगह विभिन्न पेमेंट गेटवे एप्पलीकेशन में पैसा रखते है, आज के समय मे इंटरनेट का ईमेल ही डाकिया है और मोबाइल ही tv, छोटे से लेकर बड़े व्यापारियों का गल्ला भी इंटरनेट के माध्यम से ही चलता है, यू ट्यूब के शैक्षणिक वीडियो विद्यार्थियों के लिये स्वयं पाठशाला है, देश से लेकर विदेश मे रहने वाले लोगो के लिये अपने परिजनों से बात इंटरनेट वीडियो कॉलिंग के जरिये ही हो पाती है। बैंक से लेकर विभिन्न सरकारी विभागों के तमाम कार्यो के लिए आजकल घर से बाहर निकलने की आवश्यकता नही होती उसके लिये उन विभागों की वेबसाइट पर ही सेवाओं को प्राप्त किया जा सकता है। रेलवे और बस यात्रा करने वालो के लिये भी इंटरनेट बहुत बड़ी सुविधा है।

लेकिन जिस दिन प्रशासन नेट बंद कर देता है उस दिन दैनिक जीवन को ही लोक डाउन लग जाता है। प्रशासन को इससे चाहे फर्क न पड़े लेकिन नेटबन्दी से जो नुकसान होता है उसका असर आम जनता ही संमझ सकती है, नकल और पेपर लीक जैसी समस्याओं के लिये जिम्मेदार तंत्र के अंदर ही ढूंढे जाने चाहिए न कि नेटबन्दी कर आम जनता को नुकसान पहुँचाने का अतार्किक कठोर निर्णय लेना चाहिए

इस पर राजस्थान पुलिस के आधिकारिक ट्विटर हैंडल से उदयपुर पुलिस को मामला टैग करते हुए जानकारी माँगी है और उदयपुर पुलिस ने जवाब देकर कहा है कि उक्त मामले से उच्च अधिकारियों को अवगत करा दिया है। लेकिन अभी तक उदयपुर पुलिस ने इस बावत कोई मुकदमा दर्ज नहीं किया है।

इससे पहले पिछले दिनों जयपुर दौरे पर केन्द्रीय टेलीकॉम मंत्री अश्विनी वैष्णव ने दूरसंचार विभाग और टेलीकॉम ऑपरेटर्स को 5G के लिए तेजी से काम करने के निर्देश दिए थे। इसके बाद दूरसंचार विभाग ने भी मॉनिटरिंग तेज कर दी थी। इससे पहले  रिलायंस जिओ ने पिछलें दिनों नाथद्वारा में सांकेतिक लांचिंग की थी।

5G सर्विस से क्या होगा फायदा

5G सर्विस से इंटरनेट स्पीड पहले से 10 गुना फास्ट हो जाएगी। ऐसे में बिना किसी देरी के वीडियो गेमिंग कर पाएंगे। साथ ही वीडियो को बिना बफर देख पाएंगे। इसके अलावा इंटरनेट कॉलिंग के दौरान बिल्कुल साफ आवाज आएगी।

एडी-1 एक लंबी दूरी की इंटरसेप्टर मिसाइल है जिसे लंबी दूरी की बैलिस्टिक मिसाइलों के साथ-साथ विमानों के लो एक्सो-एटमॉस्फेरिक और एंडो-एटमॉस्फेरिक इंटरसेप्शन दोनों के लिए डिज़ाइन किया गया है । यह दो चरणों वाली सॉलिड मोटर द्वारा संचालित है और मिसाइल का लक्ष्य तक सटीक रूप से मार्गदर्शन करने के लिए स्वदेशी रूप से विकसित उन्नत नियंत्रण प्रणाली, नेविगेशन और गाइडेंस एल्गोरिदम से लैस है ।

इस उड़ान-परीक्षण के दौरान सभी उप-प्रणालियों ने अपेक्षाओं के अनुसार प्रदर्शन किया और उनका सत्यापन फ्लाइट डेटा को कैप्चर करने के लिए तैनात रडार, टेलीमेट्री और इलेक्ट्रो ऑप्टिकल ट्रैकिंग स्टेशनों सहित अनेक रेंज सेंसर द्वारा कैप्चर किए गए डेटा द्वारा किया गया ।

रक्षा मंत्री श्री राजनाथ सिंह ने एडी-1 के सफल उड़ान परीक्षण से जुड़ी डीआरडीओ तथा अन्य टीमों को बधाई दी । उन्होंने इसे दुनिया के बहुत कम देशों के पास उपलब्ध उन्नत तकनीकों के साथ एक अनूठी तरह का इंटरसेप्टर करार दिया। उन्होंने विश्वास व्यक्त किया कि यह देश की बीएमडी क्षमता को और अधिक मजबूत करेगा।

रक्षा अनुसंधान एवं विकास विभाग के सचिव और डीआरडीओ के अध्यक्ष डॉ. समीर वी. कामत ने इस सफल परीक्षण पर अपनी टीम को बधाई देते हुए कहा कि यह इंटरसेप्टर उपयोगकर्ताओं को बढ़िया अभियानगत लचीलापन मुहैया कराएगा और अलग-अलग प्रकार के कई लक्ष्यों पर निशाना साधने की क्षमता रखता है ।

पराग अग्रवाल नवंबर में ट्विटर के सह-संस्थापक जैक डोर्सी के इस्तीफे के बाद ट्विटर के सीईओ बने थे। अग्रवाल लगभग एक दशक से ट्विटर के साथ काम कर रहे हैं। सीईओ बनने से पहले वो  मुख्य प्रौद्योगिकी अधिकारी थे।

मस्क ने ट्विटर को खरीदने के लिए 44 अरब डॉलर का ऑफर दिया था। लेकिन बाद में वे इससे मुकर गए थे। इसके बाद ट्विटर ने उन्हें कोर्ट में घसीट लिया था। अगर मस्क शुक्रवार तक इस डील पर आगे नहीं बढ़ते तो कोर्ट में इस मामले की सुनवाई शुरू हो जाती। 

ट्विटर खरीद का नाटकीय घटनाक्रम

एलन मस्क ने इस साल 13 अप्रैल को ट्विटर खरीदने का ऐलान किया था। उन्होंने सोशल मीडिया प्लेटफॉर्म को 54.2 डॉलर प्रति शेयर के रेट से 44 अरब डॉलर में खरीदने का ऑफर दिया था। लेकिन तब स्पैम और फेक अकाउंट्स की वजह से उन्होंने उस डील को ही होल्ड पर रख दिया था। इसके बाद 8 जुलाई को मस्क ने डील तोड़ने का फैसला किया। इसके खिलाफ ट्विटर ने कोर्ट का रुख किया था। लेकिन फिर अक्टूबर महीने की शुरुआत में मस्क ने अपना रुख बदला और फिर से डील को पूरी करने के लिए तैयार हो गए। इसी बीच डेलावेयर कोर्ट ने 28 अक्टूबर तक डील पूरी करने का आदेश दिया था। एलन मस्क ने एक दिन पहले ही ट्विटर के दफ्तर में पहुंचकर सभी को चौंका दिया था।

तदनुसार, अधिनियम की धारा 27 के प्रावधानों के अनुरूप, सीसीआई एतद्द्वारा गूगल को निर्देश देता है कि वह अधिनियम की धारा 4 के प्रावधानों का उल्लंघन करने वाले उन प्रतिस्पर्धा-विरोधी कार्यप्रणाली को अपनाना बंद करे और ऐसी गतिविधियों से दूर रहे, जैसा कि इस आदेश में विस्तार से बताया गया है। इस संबंध में कुछ उपाय नीचे दिए गए हैं:

• गूगल ऐप डेवलपर्स को इन-ऐप खरीदारी या ऐप खरीदने के लिए किसी भी तृतीय-पक्ष बिलिंग/भुगतान प्रसंस्करण सेवाओं का उपयोग करने की अनुमति देगा और प्रतिबंधित नहीं करेगा। गूगल थर्ड पार्टी बिलिंग/भुगतान संसाधन सेवाओं का उपयोग करने वाले ऐसे ऐप्स के विरुद्ध किसी भी तरह से भेदभाव नहीं करेगा या अन्यथा कोई प्रतिकूल कदम नहीं उठाएगा।
• गूगल ऐप डेवलपर्स पर कोई भी एंटी-स्टीयरिंग प्रावधान नहीं लगाएगा और उन्हें किसी भी तरह से अपने ऐप और प्रस्ताव को बढ़ावा देने के लिए अपने उपयोगकर्ताओं के साथ संवाद करने से प्रतिबंधित नहीं करेगा।
• गूगल किसी भी तरह से अंतिम उपयोगकर्ताओं को ऐप डेवलपर्स द्वारा दी जाने वाली सुविधाओं एवं सेवाओं तक पहुंचने और ऐप्स के भीतर उनका उपयोग करने के लिए प्रतिबंधित नहीं करेगा।
• गूगल अपने प्लेटफॉर्म पर एकत्र किए गए डेटा, इस प्लेटफॉर्म द्वारा ऐसे डेटा के उपयोग और संबंधित संस्थाओं सहित ऐप डेवलपर्स या अन्य संस्थाओं के साथ ऐसे डेटा के संभावित तथा वास्तविक रूप से साझा करने के बारे में एक स्पष्ट और पारदर्शी नीति निर्धारित करेगा।
• जीपीबीएस के माध्यम से उत्पन्न और प्राप्त किए गए ऐप्स के प्रतिस्पर्धी रूप से प्रासंगिक लेनदेन/उपभोक्ता डेटा का गूगल द्वारा अपने प्रतिस्पर्धात्मक लाभ को आगे बढ़ाने के लिए उपयोग नहीं किया जाएगा। जैसा कि इस आदेश में रेखांकित किया गया है, गूगल पर्याप्त सुरक्षा उपायों के अधीन उस डेटा के ऐप डेवलपर को भी एक्सेस प्रदान करेगा, जो संबंधित ऐप के माध्यम से उत्पन्न किया गया है।
• गूगल ऐप डेवलपर्स पर ऐसी कोई शर्त (कीमत संबंधी शर्त सहित) नहीं लगाएगा, जो अनुचित, भेदभावपूर्ण या ऐप डेवलपर्स को प्रदान की जाने वाली सेवाओं के लिए असंगत हो।
• गूगल ऐप डेवलपर्स को प्रदान की गई सेवाओं और संबंधित शुल्क के संबंध में संवाद करने में पूर्ण पारदर्शिता सुनिश्चित करेगा। गूगल एक स्पष्ट तरीके से भुगतान नीति और शुल्क (शुल्कों) के लागू होने संबंधी मानदंड को भी प्रकाशित करेगा।
• गूगल अपने स्वयं के यूपीआई ऐप की तुलना में भारत में यूपीआई के माध्यम से भुगतान की सुविधा प्रदान करने वाले अन्य ऐप्स के साथ किसी भी तरह का भेदभाव नहीं करेगा।

दंड के निर्धारण के संदर्भ में, सीसीआई ने यह पाया कि गूगल द्वारा विभिन्न राजस्व डेटा बिंदुओं को प्रस्तुत करने में स्पष्ट विसंगतियां और व्यापक अस्वीकरण थे। हालांकि, न्याय के हित में और जल्द से जल्द आवश्यक बाजार सुधार सुनिश्चित करने के इरादे से, सीसीआई ने गूगल द्वारा प्रस्तुत आंकड़ों के आधार पर अंतरिम आर्थिक दंड की मात्रा निर्धारित की। तदनुसार, सीसीआई ने अधिनियम की धारा 4 का उल्लंघन करने के लिए गूगल पर अंतरिम आधार पर उसके औसत प्रासंगिक टर्नओवर के सात प्रतिशत की दर से 936.44 करोड़ रुपये का जुर्माना लगाया। गूगल को आवश्यक वित्तीय विवरण और सहायक दस्तावेज उपलब्ध कराने के लिए 30 दिनों का समय दिया गया है।

The content included fake news and morphed videos spread with the intent to spread hatred among religious communities. Examples include false claims such as the Government to have taken away the religious rights of certain communities, violent threats against religious communities, declaration of civil war in India, etc. Such videos were found to have the potential to cause communal disharmony and disrupt public order in the country.

Some of the videos blocked by the Ministry were being used to spread disinformation on issues related to Agnipath scheme, Indian Armed Forces, India’s national security apparatus, Kashmir, etc. The content was observed to be false and sensitive from the perspective of national security and India’s friendly relations with foreign States.

Certain videos depicted erroneous external boundary of India with parts of J&K and Ladakh outside the Indian territory. Such cartographic misrepresentation was found to be detrimental to the sovereignty and territorial integrity of India.

The content blocked by the Ministry was found to be detrimental to sovereignty and integrity of India, security of the State, India’s friendly relations with foreign States, and public order in the country. Accordingly, the content was covered within the ambit of section 69A of the Information Technology Act, 2000.

The Government of India remains committed to thwart any attempts at undermining India’s sovereignty and integrity, national security, foreign relations, and public order.

उपरोक्त फीचर को व्हाट्सएप में एंड्रॉइड बीटा v2.22.12.4 में देखा गया है, जो Google Play बीटा प्रोग्राम के माध्यम से उपलब्ध है। हाल ही में, व्हाट्सएप  में मौजूदा सदस्यों को खुले तौर पर सूचित किए बिना चुपचाप अपने समूहों से बाहर निकलने की क्षमता का फीचर भी दिया है। इसका मतलब ये हुआ कि ग्रुप का कोई सदस्य यदि ग्रुप से खुद एग्जिट (बाहर) होता है तो उसका नोटिफिकेशन अब ग्रुप में नहीं दिखेगा। बल्कि उसे देखने के लिए व्यू पास्ट पार्टिसिपेंट्स (View Past Participents) मेनू में जाना होगा ।

हालांकि अभी ग्रुप छोड़ गए सदस्यो की सूची को देखने की सुविधा वर्तमान में ग्रुप के सभी सदस्यों के लिए उपलब्ध है, न कि केवल ग्रुप एडमिन के लिए, हालांकि यह सुविधा वास्तव में आम जनता के लिए शुरू होने से पहले बदल सकती है।

The objective of the seminar is to enhance awareness regarding regulatory mechanism, including dispute resolution, amongst stakeholders in Telecom, Broadcasting, IT, Airport Infrastructure and Aadhaar Sectors. The subject would be deliberated by dignitaries from the Govt., Judiciary, representatives of various stakeholders, Sector Regulators, eminent lawyers etc. It is expected that these discussions would throw light on key areas, emerging trends and challenges thrown by fast changing technology concerning the sectors.

TRAI Act was enacted in 1997 to create and nurture conditions for the growth of telecommunications in India to enable the country to have a leading role in the emerging global information society. One of its main objectives was to provide a fair and transparent environment that promotes a level playing field and facilitates fair competition in the market.The act provided for establishment of Telecom Regulatory Authority of India (TRAI) to regulate the telecommunications sector in India. It was amended in 2000, establishing a Telecom Disputes Settlement and Appellate Tribunal (TDSAT) to take over the adjudicatory and disputes functions from TRAI.

At the event, Shri Vaishnaw will also release the amended Procedure of the Telecom Disputes Settlement and Appellate Tribunal (TDSAT) along with Ms. Justice Indira Banerjee, Judge of the Supreme Court and Justice Shiva Kirti Singh, Chairperson TDSAT and former Judge of SupremeCourt of India. Mr. Justice Navin Chawla and Ms. Justice Prathiba M. Singh of Delhi High Court, Shri K. Rajaraman, Secretary, Department of Telecommunications as well as Secretary, Ministry of Electronics and Information Technology as well as Chairman and Members of TRAI, Chairman and Members of AERA will attend the event. The programme is also likely to be attended by representatives from Aadhaar, Ministry of Information and Broadcasting as well as Members of the Bar and representatives of Broadcasters and Telecom and Cable Operators.

The energy requirement for production of hydrogen through water electrolysis can be reduced by 70 % through urea electrolysis. The energy-intensive counterpart of water splitting, oxygen evolution, can be replaced with urea oxidation in urea electrolysis. The low-cost, earth-abundant Ni-based catalysts are widely applied for this process. The main challenge associated with urea oxidation is retaining the prolonged activity of the catalyst as the strong adsorption of the reactive intermediate (COx) on the active site, referred to as catalyst poisoning, causes activity loss.

Towards this end, Mr. Alex C, Mr. Gaurav Shukla, Mr. Muhammed Safeer N. K., and Dr. Neena S John from the Centre for Nano and Soft Matter Sciences (CeNS), an autonomous institute of the Department of Science & Technology, Govt. of India have developed this Nickel oxide (NiOx) based system for producing hydrogen from electro-oxidation of urea.

In the series of research works published in the journals ‘Electrochimica Acta’ and ‘Journal of Materials Chemistry A, the scientists have explored electrocatalysts and shown that surface defective NiO and Ni2O3 systems having more Ni3+ ions are more efficient electrocatalysts than conventional NiO. They have used high-energy electron beams to produce surface defective unsaturated Ni sites in NiO (e-NiO). The study reveals that e-NiO prefers direct mechanism of urea electro-oxidation due to strong adsorption of urea molecule, whereas NiO favors indirect mechanism with low activity. Further, the prominent electrocatalyst poison COx could be removed by adjusting the molar ratio of KOH and Urea with improved kinetics.

The researchers, Alex and Gaurav, are of the opinion that the e-beam treatment is an effective way to produce a large number of coordinatively unsaturated active sites on electrocatalysts. It was observed that these generated sites effectively adsorb urea and favors direct urea electro-oxidation mechanism (UOR). The researcher, Safeer, continued the studies on another Ni3+ oxide system (Ni2O3), revealing that active species Ni3+O(OH) on Ni2O3 possess high COx tolerance than NiO. The active species of high valent Ni oxide system has a profound effect on catalyst activity.

The urea electrolysis is helpful towards urea-based waste treatment with low-cost hydrogen production. India is one of the top countries by urea production, and it produced 244.55 LMT of urea during 2019-20. The nitrogenous fertilizer industries generate a high concentration of ammonia and urea as effluents. This can be utilized for energy production towards our country's benefits.

      The sea phase commenced with a series of exercises being undertaken to enhance the interoperability amongst the participating Navies. The first two days of exercises at sea included complex Anti Air Warfare drills with US P8A aircraft shepherding a strike of Indian fighter aircraft on a formation of warships of the participating navies. Additionally, weapon firings against low flying air targets were conducted, which reflected the proficiency of the crews and high levels of interoperability. During helicopter operations, cross deck landing operations were carried out. Ships from participating countries also exercised for replenishment at sea with Indian Navy’s tanker which requires precise manoeuvring and seamanship skills. 

         The next few days witnessed an increase in the complexity of exercises including underway replenishment, advanced anti-submarine exercises with participation by aircraft, surface target firings and simulation of complex operational scenarios. 

          The Closing Ceremony of MILAN 22 was held in a unique format with Commanding Officers of participating ships arriving by helicopters and boats onboard INS Jalashwa at anchorage. Six foreign ships attended the Closing Ceremony in virtual mode. The ceremony was presided over by RAdm Sanjay Bhalla, Flag Officer Commanding Eastern Fleet. The ceremony included a debrief of the exercises conducted at sea. Commanding Officers of participating countries expressed their appreciation for the well-conducted harbour and sea phase of MILAN 22.

 Both Brahmos missile and INS Chennai are indigenously built and highlight the cutting-edge of Indian missile and ship-building prowess. They reinforce the Indian Navy's contribution towards the Atma Nirbhar Bharat and Make in India endeavours. 

This achievement establishes the Indian Navy's ability to strike even deeper and influence land operations further away from sea, when and where required.

The aircraft was flown to Puducherry covering 140 nautical miles in one and half hours at a cruising speed of 155 km/hr on 19th February 22.  The objectives of sea level trials were to evaluate handling qualities, climb / cruise performance, balked landing, structural performance including positive & negative G, power plant and other systems performance.  CSIR-NAL sources said that all the objectives of the sea level trials are met and aircraft has been ferried back to Bangalore on 5th March, 2022 after completing 18 hours flying at Puducherry.  The aircraft was piloted by Wg. Cdr. K V Prakash and Wg. Cdr. Dilip Reddy of ASTE.  The flight was monitored by CSIR-NAL designers and Wg. Cdr. Reeju Chakraborty as Flight Test Director from telemetry.

HANSA-NG is one of the most advanced flying trainer powered by Rotax Digital Control Engine with unique features like Just-In-Time Prepreg (JIPREG) Composite light weight Airframe, Glass Cockpit, Bubble Canopy with wide panoramic view, electrically operated flaps etc. CSIR-NAL further said that HANSA-NG is designed to meet the Indian flying club needs and it is an ideal aircraft for Commercial Pilot Licensing (CPL) due to its low cost and low fuel consumption.  NAL has already received more than 80 nos. of LoIs (Letter of Intents) from various flying clubs.

Director, CSIR-NAL stated that total 37 flights and 50 hours of flying completed, and few more flights will be conducted before getting Type Certification by DGCA.  Type Certification is likely to be completed by April, 2022 and thereafter the manufacturing will be initiated with Public / Private Industry which will enhance the aerospace eco system under Atmanirbhar Bharat.

In the presence of Hon’ble Union Minister, extensive trial of ‘Kavach’ was conducted. Hon’ble Minister was onboard the locomotive which moved from Gullaguda towards Chitgidda. Shri V.K.Tripathi, Chairman and CEO, Railway Board was onboard the locomotive which moved from Chitgidda towards Gallaguda. During the trial, Head-on-collision situation was created as both the locomotives were moving towards each other. The ‘Kavach’ system initiated the automatic braking system and halted the locomotives 380 metres apart. Also, crossing the red signal was tested; however, the locomotive did not cross the red signal as ‘Kavach’ necessitated the application of brakes automatically. Automatic whistle sound was loud and clear when gate signal approached. The crew did not manually touch the sound and braking system during the trial. The speed restriction of 30 Kmph was tested when the locomotive was run on loop line. ‘Kavach’ automatically reduced the speed to 30 Kmph from 60 Kmph as the locomotive entered the loop line.

KAVACH

The KAVACH is an indigenously developed ATP system by Research Design and Standards Organisation (RDSO) in collaboration with Indian industry and trials facilitated by South Central Railway to achieve the corporate objective of safety in train operations across Indian Railways. It is a state of the art electronic system of Safety Integrity Level - 4 standards.

KAVACH is meant to provide protection by preventing trains to pass the signal at Danger (Red) and avoid collision. It activates the train braking system automatically if the driver fails to control the train as per the speed restrictions. In addition, it prevents collision between two Locomotives equipped with functional KAVACH system.

‘Kavach’ is one of the cheapest, Safety Integrity Level 4 (SIL-4) certified technologies with the probability of error is 1 in 10,000 years. Also, it opens avenues of export of this indigenous technology for Railways.

KAVACH DEPLOYMENT STRATEGY OVER INDIAN RAILWAYS:

96% of railway Traffic is carried on Indian Railway High Density Network and Highly Used Network routes. To transport this traffic safely, KAVACH works are being taken up in a focused manner as per following priority set by the Railway Board.

5. First Priority : High Density Routes and on New Delhi - Mumbai & New Delhi - Howrah Sections for 160 Kmph with Automatic Block Signaling & Centralized Traffic Control. Since such sections have higher chances of human errors on part of drivers resulting into accidents as trains run closer to each other.
5. Second Priority : On the Highly Used Networks with Automatic Block Signaling & Centralized Traffic Control.
5. Third Priority :On other Passenger High Density Routes with Automatic Block Signaling.
5. Fourth Priority :  All other routes.

As a part of Atmanirbhar Bharat, 2,000 km of network will be brought under Kavach for safety and capacity augmentation in 2022-23. Around 34,000 Kms of network will be brought under Kavach.

Addressing the event, Shri Rajeev Chandrasekhar said that NIC plays an important role in bringing technology into Government & Governance. He further added that anticipating planning for the future of Technology for the Government, is embedded in the DNA of NIC.

Prime Minister, in the inaugural address, encouraged stakeholders to fully implement the themes of the budget in a time bound manner. He emphasized on how to make maximum use of technology for the Ease of Living. He also stressed on the roadmap for 5G ecosystem and PLI schemes for making AtmaNirbhar Bharat. The Prime Minister gave a clear direction to the stakeholders to provide practical suggestions in the areas like use of optical fibres in the citizen services, e-waste management, circular economy, and electric mobility.

Shri K. Vijay Raghavan, the PSA to Prime Minister also made a brief presentation on ‘Towards AtmaNirbhar Bharat in Science and Technology’ during the inaugural session. After inaugural session, four thematic breakaway sessions were led, one each, by Ministry of Electronics and Information Technology (MeitY), Department of Telecommunications (DoT), Department of Scientific and Industrial Research (DSIR), and Department of Science and Technology (DST).

The breakaway session on the theme ‘Emerging Technologies for Sustainable Development’ was organised by MeitY and as a part of this, two panel discussions were held.

The panel discussion on topic ‘Energizing Startups & Deep Tech with Data & AI’ witnessed the deliberations from esteemed panellist comprising Dr. Rajendra Kumar, Additional Secretary-MeitY, Ms. Debjani Ghosh, President-NASSCOM, Dr. Inder Gopal, CEO-India Urban Data Exchange-IISc Bangalore, Shri Shekar Sivasubramanian, Head-Wadhwani AI, Shri Srikanth Velamakanni, Co-founder-Fractal Analytics. The session was moderated by Shri Abhishek Singh, P&CEO, NeGD, MeitY. The panel suggested design principles (that are innovative, inclusive and secure), INR 10,000 Cr Investment (5000 Cr Investment in AI Use-cases & 5000 Cr Investment in Deep Tech Startups), 5 Million new jobs creations (through skilling and reskilling), Data Exchange, Approach for adopting AI at scale, DATA Policy support (for Data Governance Framework, Data sharing culture, & Quality Data Creation) and API Setu (for Integration of central and state level systems through IT bridges).

It was followed by another panel discussion on topic ‘Making India Global Hub for Data Centre and Cloud’, where, an intense discussion was held by esteemed speakers comprising Dr. Rajendra Kumar, Additional Secretary-MeitY, Dr. Neeta Verma, Director General-NIC, Shri Sridhar Vembu, Founder and CEO-Zoho Corporation, Shri Rahul Sharma, President-Amazon Internet Services Pvt. Ltd, Shri Suresh Rathod, Founder and CEO-CtrlS DataCenters Ltd. The key recommendations of the panel include emphasis on the need for large scale augmentation of Data Centre and Cloud infrastructure, review of government procurement, skilling at mass scale, policy to promote use of indigenous equipment, capex support, dark fiber access and fast tracking of NOCs and clearances for setting up of Data Centres.

In the closing plenary session, the respective Ministry/Departments presented the key takeaways discussed during the breakaway sessions.

Shri Rajeev Chandrasekhar, Minister of State for Skill Development and Entrepreneurship; and Electronics and Information Technology in his address thanked the leadership of Hon’ble Prime Minister as India, today, has become one of the world’s pre-eminent nations in the use of tech not just in conventional areas of R&D, tech development & innovations, but in the use of tech to empower & transform citizen’s lives. Technology and Innovation have assisted the Government to become resilient, citizenry become resilient, and the economy become resilient, he added. Speaking on Budget 2022, Mr Rajeev Chandrasekhar termed it as budget that reaffirms, re-establishes, reiterates the PM’s vision & strategy around deeper embedding of tech in our economy & the way we work as a Govt. He has coined the word #Techade which aptly describes what the next 10 yrs ought to be as a nation. On the roadmap ahead, he said that there is urgency to tap the accelerated digitalization opportunities. He further emphasized on the outcome-based research, collaboration between Government and Industry and need for India to go for leadership role in setting global tech standard.

Dr. Jitendra Singh, Minister of State (I/C) for Science and Technology, Minister of State (I/C) for Earth Sciences and Minister of State for Prime Mister’s Office, Personnel, Public Grievances and Pensions, Atomic Energy & Space shared his experience of visiting all breakaway sessions. He highlighted the reforms taken in unlocking of space and in relaxation of drone policy. He further said that 25% of Defense R&D budget is earmarked to private sector. He recommended that Indian data should be used for Indian solutions and same should be scaled.

Shri Ashwini Vaishnaw, Minister of Railways, Communications, Electronics & Information Technology gave the concluding  remarks. He said that manufacturing, use of spectrum, bigger role of private in R&D, and design led manufacturing have been the force reckoner that weaved together all breakaway sessions. He encouraged Industry to take benefits of PLI and PMA schemes and to come up with innovative ideas to do more in electronics manufacturing.

He talked of President Biden’s latest address to underline the importance of Aatmnirbharta as developed countries like the USA are also talking about this. “In the light of emerging new global systems, it is critical that we move forward with a focus on Aatmnirbharta”, he said.

Shri Modi highlighted the Budget’s emphasis on sunrise sectors like Artificial Intelligence, Geo-spatial Systems, Drones, Semi-conductors, Space technology, Genomics, Pharmaceuticals and Clean Technologies to 5G. He said that the Budget lays down a clear roadmap for 5G spectrum auction and PLI schemes have been proposed for design-led manufacturing related with a strong 5G eco-system. He asked the Private sector to increase their efforts in this area.

Referring to the dictum ‘Science is Universal and Technology is Local’, the Prime Minister said “We are familiar with the principles of science, but we have to emphasize on how to make maximum use of technology for the Ease of Living.” He mentioned investment in house constructions, railway, airways, waterways and optical fibres. He called for ideas of using technologies in these important areas.

Noting the expanding global market for gaming, the Prime Minister said that the budget has focussed on Animation Visual Effects Gaming Comic (AVGC). Similarly he also stressed the need to have toys adapted to Indian milieu and needs. Stressing the centrality of communication centres and fintech, the Prime Minister asked for indigenous ecosystem with less foreign dependence for the both. The Prime Minister also exhorted the private sector to take maximum advantage of change of rules for the use of geo-spatial data and the infinite opportunities that have emerged due to the reform. “The world has seen our reliability from our self-sustainability to vaccine production at the time of Covid. We have to replicate this success in every sector”, Prime Minister Modi said.

The Prime Minister also emphasized the importance of a robust data security framework for the country and asked the gathering for a roadmap for setting standards and norms for that.

Referring to the third largest startup ecosystem, i.e. Indian startup ecosystem, the Prime Minister assured the sector of full support from the government. “A portal has also been proposed for skilling, re-skilling and up-skilling of youth in the budget. With this, youth will get the right jobs and opportunities through API based trusted skill credentials, payment and discovery layers”, the Prime Minister informed.

The Prime Minister also spoke about the 2 lakh crore rupees worth PLI schemes in 14 key sectors, in order to promote manufacturing in the country. The Prime Minister gave a clear direction to the stakeholders to provide practical suggestions in the areas like use of optical fibres in the citizen services, e-waste management, circular economy and electric mobility.  

Solar Energy Corporation of India Limited (SECI), has been at the forefront of RE capacity development and has been credited for bringing the lowest RE tariffs in the Country. SECI is engaged in the promotion and development of various renewable energy resources, especially Solar/Wind energy, RE-based Storage Systems, Waste to Energy, trading of power, R&D Projects as well as RE base products like Green Hydrogen, green Ammonia, RE powered EV, etc.   In line with GOI’s objective of RE Capacity development and faster adoption of Electric Mobility in the Country, HPCL intends to further diversify in the RE Sector and Electric Mobility sector and to take up the development of ESG projects.

The International Monsoons Project Office (IMPO) will be hosted at the Indian Institute of Tropical Meteorology (IITM), Pune, an institution under the Ministry of Earth Sciences, Govt of India, initially for five years. Setting up the IMPO reiterates the importance of monsoons for the national economy. It would encompass activities and connections related to international monsoon research that would be identified and fostered under the leadership of the World Climate Research Programme and the World Weather Research Programme. Both the World Climate Research Programme and World Weather Research Programme are international programmes coordinated by the United Nations World Meteorological Organisation (WMO).  

Setting up the IMPO in India would mean expanding an integrated scientific approach to solve the seasonal variability of monsoons, enhancing the prediction skill of monsoons and cyclones, strengthening monsoon research for better support operations and services, thereby promoting knowledge sharing and capacity building in areas of monsoon research crucial for agriculture, water resources and disaster management, hydropower and climate-sensitive socio-economic sectors.  

Speaking at the event, Dr Jitendra Singh said, "the IMPO is a step towards making India a global hub for monsoon research and coordination in a seamless manner for addressing common and region-specific aspects of the monsoons around the world". He emphasized that setting up the IMPO will give huge impetus to global monsoon research yielding mutual benefits to both the international and Indian research fraternity.

As part of its core responsibilities, the IMPO would support activities of the Monsoons Panel, jointly established by the World Climate Research Programme's CLIVAR (Climate and Ocean Variability, Predictability, and Change) and GEWEX (Global Energy and Water Exchanges) projects. IMPO will also extend support to the World Weather Research Programme's working group on tropical meteorology research.

The launch of IMPO is aligned with this year's theme of the National Science Day - 'Integrated Approach in Science and Technology for a Sustainable Future'. It also precedes the 7th WMO International Workshop on Monsoons which is being organized in India jointly by the Ministry of Earth Sciences, World Climate Research Programme, and World Weather Research Programme in March 2022. The international workshop would be a huge forum for global researchers and stakeholders to discuss advances and issues involving monsoons as key components of earth system science-related phenomena.  

 The MoU will provide last mile connectivity to pensioners, especially those who reside in remote areas of the country and those who do not have the means or technical wherewithal to log on to SPARSH. For these pensioners, the Service Centres will become an interface for SPARSH and provide an effective medium for pensioners to perform profile update requests, register grievances and seek redressal, digital annual identification, pensioner data verification or simply fetch detailed information regarding their monthly pension.

 An MoU was also signed with Kotak Mahindra Bank, under which they would be setting up service centres across 14 branches located in areas with high ex-servicemen density. These Centres would further augment the existing network of more than 161 DAD offices and nearly 800 State Bank of India (SBI) and Punjab National Bank (PNB) branches, which are acting as service centres to assist and facilitate pensioners to use SPARSH. The access to these service centres would be provided free of cost to the pensioners, with nominal service charges being borne by the Department.

 The Defence Secretary lauded CGDA for ensuring efficiency, responsiveness and transparency in pension administration through the SPARSH initiative, adding that the MoU will promote ease of living and resolve pension-related issues in a time-bound manner. He said, the partnership with CSC will deliver pension services digitally to the farthest corners of the country and ensure that no pensioner is deprived of their rightful benefits due to technological or geographic difficulties. Secretary (Ex-Servicemen Welfare) Shri B Anand, Financial Advisor (Defence Services) Shri Sanjiv Mittal, Controller General of Defence Accounts (CGDA) Shri Rajnish Kumar and other senior officials of Ministry of Defence were present on the occasion.

 SPARSH is an initiative of Ministry of Defence which aims at providing a comprehensive solution to the administration of pension to the defence pensioners in line with the Government’s vision of ‘Digital India’, ‘Direct Benefit Transfer (DBT)’ and ‘Minimum Government, Maximum Governance’. The system is administered by DAD through the Principal Controller of Defence Accounts (Pensions), Prayagraj and caters to all the three Services and allied organisation. The system on roll-out is initially catering to the new retirees and subsequently being extended to cover the existing defence pensioners. The system caters to all activities of the pension cycle namely: Initiation and Sanction, Disbursement as well as Revision.

 SPARSH has been designed keeping defence pensioners at the centre, who will be given a completely transparent view of their pension account, through an online portal (https://sparsh.defencepension.gov.in/). It captures and maintains a complete history of events and entitlements of the pensioner – right from the date of commencement of pension to the date of cessation of pension due to the last eligible beneficiary. 

SPARSH has fundamentally re-engineered the process of pension disbursement – from generation of the Pension Payment Orders (PPOs) to Direct Benefit Transfer of pensions, with the motto of right pension delivered at the right time. A recent example of effectiveness of SPARSH was the release of more than Rs 196 crore of additional gratuity within just 30 days for 43,370 pensioners, a mammoth exercise which would have taken more than six months to process through the legacy system of disbursement. The additional gratuity was a result of announcement of DA increase for veterans who retired between June 2021 to January 2022. Thus, SPARSH embodies the spirit of ‘Digital India’, effectively dovetailing the tools of technology with the needs of governance reform.

Commander sight of Battle Tank T-90, India’s premier battle tank, is presently fitted with Image Converter (IC) tube-based sight for night viewing.  Based on the requirement projected by the Indian Army, DRDO and BEL have jointly designed and developed an advanced Mid Wave Thermal Image (MWIR) based sight as a replacement for the existing IC-based sight.

The new retro-modified Commander sight employs a thermal imager capable of detecting the targets at 8 Kms during day and night and a Laser Ranger Finder (LRF) to find the ranges accurately up to 5 Kms, thereby enhancing its capability to engage target at longer ranges. With the corrections from ballistic software and LRF, the Commander of T-90 can detect, engage and neutralize the targets with phenomenal accuracy. The indigenously developed sight completed extensive evaluations under field conditions successfully.

The successful indigenous development of Thermal Imager based Commander Sight will provide further fillip to indigenous R&D and defence manufacturing.

Prime Minister, Shri Narendra Modi addressed inaugural session of the webinar. The session on “Anytime Anywhere Banking Services and Interoperable Services through India Post” under “Assuring all rural poor especially women access to livelihood options and access to financial services” was chaired by Minister of Rural Development and Panchayati Raj, Shri Giriraj Singh. It was attended by experts from NITI Aayog and other agencies, and by a large section of people and stakeholders associated with post office schemes from different part of the country. Wide range of discussion took place on implementation strategy to ensure 100 percent core banking system along with deployment of interoperable service for post office accounts. The participants also discussed ways to explore possibilities of the use of postal network for delivery of financial and banking services under aegis of Ministry of Rural Development. Shri Ajit Pai, Distinguished Expert from NITI Aayog stressed that the post office can play a significant role in the area of credit, financial literacy and overall achievement of financial inclusion.

Department will prepare a detail roadmap to ensure timely implementation of the action items emerging out of the discussion in the webinar.

Eminent speakers from C-DOT, Interdigital USA, Qualcomm, Sensorise technologies and International university of Japan made their presentations on TEC initiatives in IoT/ ICT domain; IoT standards and Smart Cities; Human Centric approach for Smart Cities solutions(Society 5.0); IoT sustainability with oneM2M; Converged technology for vehicular safety for India; and Monetizing Smart city data for sustainable development. Standards based approach will provide sustainable solutions to the smart cities keeping them smart not only for the present generations but even for the future generations.  This webinar is in line with the Government’s initiatives for the development of Smart cities in India.

A total of 496 technological products, including 46 new technologies, have been developed through these TIHs. They include the first-of-its-kind Internet of Things (IoT) device that monitors ambient temperature during the transportation of vaccines, including Covid-19, medicines, blood samples, food and dairy products, meat products, and animal semen developed by researchers at the IIT Ropar Technology Innovation Hub - AWaDH and its startup ScratchNest. Besides, a team of scientists from IIT Bombay has developed tapestry method for screening COVID-19 under Remedial Action, Knowledge Skimming, and Holistic Analysis of COVID-19 (RAKSHAK), an effort supported by the Technology Innovation Hub (TIH) at IIT Jodhpur.

An AI-driven platform that helped Chest X-ray interpretation of images sent over WhatsApp was developed by ARTPARK at IISc Bangalore. It brought early intervention through rapid screening of COVID 19, aiding doctors who have no access to X-ray machines.

A consortium launched by IITM Pravartak Technologies Foundation and five other entrepreneurial start-up companies in the deep tech and engineering domain have been established Under the mission I-STAC.DB - Indian Space Technologies and Applications Consortium Design Bureau.

The TIHs have also led to the establishment of 13 Technology Business Incubator (TBI), 54 Start-ups & Spin-off companies, and the creation of around 928 jobs. 2024 Human Resource Development activities, including 1083 Skill Development programmes, have been conducted, and 32 International Collaborations started. The initiative has also given rise to 191 Publications, IPR, and other intellectual activities, as well as 1073 Entrepreneurship Development activities.

NM-ICPS, which fosters technological solutions in health, education, energy, environment, agriculture, strategy cum security, Industry 4.0 is being implemented through 25 Technology Innovation Hubs (TIHs) established in top academic, and National R&D Institutes was approved at by the Union Cabinet at a total cost of Rs 3660 crores in December 2018.  Secretary Department of Defence R&D and Chairman DRDO Dr G Satheesh Reddy congratulated the scientists and faculty of DRDO and IIT Delhi for the demonstration of this technology. In his message to the involved scientific fraternity, he mentioned this as one of the shining examples of synergetic research between DRDO and Indian Institute of Technology, Delhi. Director IIT Delhi Professor Rangan Banerjee also congratulated the faculty of IIT Delhi and scientists of DRDO associated with this development for their dedicated efforts to enhance country’s technological capability.

Speaking at the webinar, Prime Minister said that Broadband will not only provide facilities in the villages but will also create a big pool of skilled youth in the village economy. He further emphasized that Broadband, will enable  expanding the service sector to rural areas and help in boosting the economy. He stressed the need for a saturation approach to provision of basic infrastructure, especially in aspirational districts. He also emphasized the need for spreading awareness about the use of such connectivity and healthy competition between villages in achieving targets.

The Union Budget 2022-23 has provided an impetus to the telecom sector through a budget announcement which proposes to allocate 5% of annual collections under the USOF to promote R&D and commercialisation of technologies and solutions in order to enable affordable broadband and mobile services proliferation in rural and remote areas. In addition it has also been proposed to cover all villages on optical fiber network by 2025.

In order to carry forward and sustain the momentum of budget and to create a sense of ownership in budget implementation by all relevant stakeholders, a series of webinars were organised through various Ministries and Departments. One such post-budget webinar was organised by Department of Rural Development on the theme "Leaving No Citizen Behind". One of the break-away session was on "Road & Info way to all rural habitations". This session was moderated by Shri K. Rajaraman, Secretary(T), Department of Telecommunications, and was co-moderated by Dr. Ashish Kumar Goel, Addl. Secretary, Ministry of Rural Development. In this session various eminent speakers such as Shri P.K. Purwar, CMD, BSNL, Shri Gopal Vittal, CEO, Bharti Airtel, Shri Manoj Kumar Singh, ACS, Rural Development, Uttar Pradesh, Prof. A. Veeraraghavan, Department of Civil Engineering, IIT Madras, and Shri V. Sriniwas, CEO, Vishwa Samudra Engineering, Hyderabad talked about various aspects of broadband connectivity and development in rural roads sector.

It was felt that digital saturation is the foundation for the achieving all facets of development including financial, social or economic development especially in rural and remote areas.

For achieving 100% saturation, it was indicated that convergence of all stakeholders is required to provide cost and technology efficient services which is also part of GatiShakti program of the Government of India. BharatNet shall be leveraged for the same and utilised for early saturation of all rural and remote areas including ensuring uptime and SLA as per norms for better demand.

A need was felt that Outcome Focus shall be the main objective in all government programs and schemes. Innovation conferences may be one of the activities to ensure new development of technologies apart from focussed development of rural specific content.

Based on discussion and inputs of stakeholders, RoW issues were identified as key challenges and efforts need to be made to mobilise the State government departments including creation of National Portal for early resolution through Single window clearance.

Industry experts also indicated the need for focus on supply side and demand side constraints including power requirement of telecom, focus on green telecom and reduction in tax and fees structure and regulatory fees for the services etc. The implementation  strategy of the Department for rollout of broadband in rural areas will include this valuable feedback and inputs from various stakeholders.

The Government of India is actively working towards the decarbonization of transport, with a major focus on the adoption of sustainable mobility.

The aim of the workshop is to identify actionable strategies and bring together financing institutions and transport organizations to collectively work towards furthering innovative financing policies for the decarbonization of transport.

The workshop was attended by dignitaries from various ministries, NDC-TIA project partners, representatives of Indian banks, international financial institutions and private sector companies, and stakeholders and experts from the transport and financing sectors.

NITI Aayog CEO Amitabh Kant delivered the keynote address while Dr Stephen Koch, Minister and Head of the Department for Economic and Global Affairs, Germany, gave a special address.

In his keynote address, NITI Aayog CEO Amitabh Kant said, ‘We need more such financial instruments to provide a further impetus to clean mobility in India. This is why we need to bring states, domestic and international financial institutions, manufacturers and operators on the same page. We must come up with financing mechanisms that are widely applicable, acceptable and, most importantly, sustainable. We must foster shared mobility by leveraging private sector investments and unlocking financing for e-buses, which form the core of public transportation in our cities. Our overarching aim should be to balance the needs and aspirations of our citizens, improve liveability and productivity by improving connectivity, bring down the cost of logistics and accelerate clean mobility while taking an approach which is climate-centric and sustainable—not just from an environment point of view, but also from a financial perspective. Green financing will enable low interest cost financing of electric vehicles.’

Dr Stephen Koch said, ‘India requires a robust roadmap for the electrification of transport. Financing plays a crucial role here. Mobilization of capital is possible through multi-stakeholder collaborations. The NDC-TIA initiative brings together a wide spectrum of participants to facilitate peer-to-peer learning and information exchange on various themes, including “Financing the Decarbonization of Transport”.’

WRI India CEO Dr OP Agrawal said, ‘Transport, the third-most greenhouse-gas-emitting sector in India, accounts for 14% of our energy-related CO2 emissions. It is also the most rapidly growing sector in the country. Therefore, moving towards a low carbon future would necessarily include accelerated decarbonizing of the transport sector.’

Amit Bhatt, Executive Director (Integrated Transport), WRI India, added, ‘The lack of availability of financing is one of the biggest impediments towards the decarbonization of the transport sector. Strategic investments and innovative financial solutions can kickstart an accelerated transition to 100% zero-emission motor vehicles, which is an essential takeaway from the COP26 declaration.’

The NDC-TIA is a joint programme of seven organizations that engages India, China and Vietnam in promoting a comprehensive approach to decarbonizing transport in their respective countries. The project is part of the International Climate Initiative (IKI). The Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) supports the initiative on the basis of a decision adopted by the German Bundestag.

NITI Aayog is the implementing partner for the India component of the project.

This will not only help meet the increasing computational demands of academia, researchers, MSMEs, and startups in areas like oil exploration, flood prediction as well as genomics, and drug discovery, but also firm up indigenous capability of developing supercomputers.

As part of the National Supercomputing Mission (NSM), the Indian Institute of Science (IISc) Bengaluru has installed Param Pravega, one of the most powerful Indian supercomputers. Param Pravega having a supercomputing power of 3.3 petaflops, is the largest supercomputer that has been installed in an Indian academic institution.

Going ahead, design and development of indigenous server nodes, interconnect switch, storage, and system software stack for next generation of High-Performance Computing (HPC) systems has been initiated with 85% indigenous manufacturing. This includes India’s first indigenous server platform called ‘Rudra’, which can meet the HPC requirements of all governments and PSUs as well as the strategic needs of the country.

Besides, a next-generation indigenous HPC interconnect called “Trinetra” has been designed and developed in the country for efficient inter-node communication between compute nodes. This will help improve power efficiency and also support large-scale systems.

The National Supercomputing Mission was launched to enhance the research capacities and capabilities in the country by connecting them to form a Supercomputing grid, with National Knowledge Network (NKN) as the backbone. The NSM is setting up a grid of supercomputing facilities in academic and research institutions across the country. Part of this is being imported from abroad, and part built indigenously, the latter being increased with time. The Mission is being jointly steered by the Department of Science and Technology (DST) and the Ministry of Electronics and Information Technology (MeitY) and implemented by the Centre for Development of Advanced Computing (C-DAC), Pune, and the Indian Institute of Science (IISc), Bengaluru.

PARAM Shivay, the first supercomputer assembled indigenously, was installed in IIT (BHU), followed by PARAM Shakti, PARAM Brahma, PARAM Yukti, PARAM Sanganak at IIT-Kharagpur IISER, Pune, JNCASR, Bengaluru and IIT Kanpur, IIT Hyderabad, NABI Mohali, CDAC Bengaluru respectively.

India’s march towards leadership position in supercomputing found a fresh dimension with the convergence of HPC and Artificial Intelligence (AI). A 200 AI PF Artificial Intelligence supercomputing system created and installed in C-DAC can handle incredibly large-scale AI workloads, increasing the speed of computing-related to AI several times. PARAM Siddhi - AI, the high-performance computing-artificial intelligence (HPC-AI) supercomputer, has achieved global ranking of 62 in the TOP 500 most powerful supercomputer systems in the world, released on 16th November 2020.

The mission has also created the next generation of supercomputer experts by training more than 11,000 HPC aware manpower and faculties. To expand the activities of the HPC training, four NSM Nodal Centres for training in HPC and AI have been established at IIT Kharagpur, IIT Madras, IIT Goa, and IIT Palakkad. These centres have also conducted online training programs in HPC, AI, and other areas.

In the upcoming year, 9 more supercomputers will be commissioned and installed in institutes like IIT Bombay, IIT Madras, IIT Patna, IIT Delhi, IUAC Delhi, CDAC-Pune, SNBNCBS, NCRA Pune, and NIC Delhi. 

Powered by the NSM, India’s network of research institutions, in collaboration with the industry, is scaling up the technology and manufacturing capability to make more and more parts in India, taking indigenous manufacturing to 85%.

This mission will provide access to High-Performance Computing (HPC) Facilities to 100 several institutions and more than thousands of active researchers, academicians working through Nation Knowledge Network (NKN) - the backbone for supercomputing systems.

The DRDO is also organising exhibitions on the theme ‘Amrit Mahotsav Science Showcase: Roadmap to 2047’ at 16 cities throughout the country. The cities where these science & technology mega expositions are being held by DRDO are Agra, Almora, Bengaluru, Bhubaneswar, Chandigarh, Chennai, Dehradun, Delhi, Hyderabad, Jodhpur, Leh, Mumbai, Mysuru, Pune, Tezpur, Eranakulam, Vijayawada and Visakhapatnam. Participation of DRDO in the ‘Mahotsav’ is an opportunity to highlight the work being done by R&D organisations and showcasing ideas and technology efforts on the road to 2047.

Various DRDO products pertaining to different technologies are going to be exhibited. This include models of Nag, Man Portable Anti-Tank Guided Missile (MPATGM), Akash, BrahMos, Astra, Pralay, Mission Shakti, Armoured Engineer Reconnaissance Vehicle (AERV), Mareech, 3D Central Acquisition Radar (3D CAR), Electronic Warfare System, Bridge Layer Tank (BLT), etc. Technologies on display are retromotor, booster motor, composite rocket motor casing, drop tank, break disk, etc.

The week will also be marked by the lectures of eminent scientists on various science and technology developments at various centres throughout the country. The DRDO scientists are also delivering lectures at 33 centres throughout the country on different themes and topics in 11 different Indian languages.

The Government of India (GoI) is holding a year-long programme, Azadi ka Amrit Mahotsav, to pay homage to freedom fighters and showcase the achievements of the country in various fields in the 75th year of Independence. Various science and technology organisations of the Government, in close partnership with agencies at the level of the states, are celebrating S&T achievements.

The ‘Amrit Mahotsav Science’ also titled ‘Vigyan Sarvatra Pujyate’ will put on display our scientific legacy and technology prowess that have helped find solutions to problems in defence, space, health, agriculture, astronomy, and other areas. The event is jointly organised by DRDO, Department of Science & Technology (DST), Department of Biotechnology (DBT), Council of Scientific & Industrial Research (CSIR), Ministry of Earth Sciences (MoES), Department of Atomic Energy (DAE), Department of Space, Indian Council of Medical Research (ICMR) and All India Council for Technical Education (AICTE) under the aegis of the Office of the Principal Scientific Adviser to the GoI and the Ministry of Culture.

सरकार ने निजी और सार्वजनिक एजेंसियों (बीईई, ईईएसएल, पीजीसीआईएल, एनटीपीसी आदि) को शामिल करके सार्वजनिक चार्जिंग बुनियादी ढांचे को बढ़ाने के लिए सभी तरह के (360 डिग्री) प्रयास किए हैं। उपभोक्ताओं का विश्वास जीतने और सुविधाजनक चार्जिंग नेटवर्क ग्रिड विकसित करने को लेकर कई निजी संगठन भी ईवी चार्जिंग स्टेशन लगाने के लिए आगे आ रहे हैं। विद्युत मंत्रालय (एमओपी) ने योजना बनाई है कि चार्जिंग स्टेशन 3×3 किमी ग्रिड के क्षेत्र में होने चाहिए। फिलहाल भारत में कुल 1640 चालू सार्वजनिक ईवी चार्जर हैं। इनमें से 9 शहरों (सूरत, पुणे, अहमदाबाद, बेंगलुरु, हैदराबाद, दिल्ली, कोलकाता, मुंबई और चेन्नई) में लगभग 940 चार्जिंग स्टेशन हैं।

सरकार ने शुरू में इन 9 बड़े शहरों (जिनकी आबादी 4 मिलियन (40 लाख) से अधिक है) पर अपना ध्यान केंद्रित किया है। विभिन्न कार्यान्वयन एजेंसियों के माध्यम से सरकार द्वारा किए गए आक्रामक प्रयासों के परिणामस्वरूप सार्वजनिक ईवी चार्जिंग बुनियादी ढांचे के फैलाव में तेजी से वृद्धि हुई है। इन 9 शहरों में अक्टूबर 2021 से जनवरी 2022 के बीच 678 सार्वजनिक ईवी चार्जिंग स्टेशनों की अतिरिक्त स्थापना की गई, जो पहले की संख्या का लगभग 2.5 गुना है। इसी अवधि में लगभग 1.8 लाख नए इलेक्ट्रिक वाहन भी आए। इसने उपभोक्ताओं के बीच इलेक्ट्रिक मोबिलिटी की ओर स्थानांतरित होने का अधिक विश्वास दिखाया है। इन बड़े शहरों में ईवी इंफ्रास्ट्रक्चर की परिपूर्णता के बाद सरकार की योजना है कि चरणबद्ध तरीके से अन्य शहरों में इसका विस्तार किया जाए।

भारत में इलेक्ट्रिक वाहनों को अपनाने में तेजी लाने के लिए पर्याप्त चार्जिंग इंफ्रास्ट्रक्चर की उपलब्धता प्रमुख रुकावट रही है। इस संबंध में विद्युत मंत्रालय ने देश भर में सार्वजनिक ईवी चार्जिंग बुनियादी ढांचे की तेजी से फैलाने के लिए केंद्र और राज्य स्तर पर विभिन्न साझेदारों की भूमिकाओं और जिम्मेदारियों का वर्णन करते हुए "इलेक्ट्रिक वाहनों के लिए चार्जिंग इंफ्रास्ट्रक्चर--दिशानिर्देश और मानक" जारी किए।

हाल ही में विद्युत मंत्रालय ने 14 जनवरी, 2022 को निम्नलिखित सुधारों के साथ इन दिशानिर्देशों और मानकों को संशोधित किया:

i. सार्वजनिक ईवी चार्जिंग स्टेशन संचालकों व मालिकों और इलेक्ट्रिक वाहन (ईवी) मालिकों द्वारा वसूले जाने योग्य रियायती शुल्क प्रदान करना।

ii. इलेक्ट्रिक वाहनों के मालिकों को अपने मौजूदा बिजली कनेक्शन का उपयोग कर अपने घरों या कार्यालयों में इलेक्ट्रिक वाहनों को चार्ज करने में सक्षम बनाना।

iii.सार्वजनिक चार्जिंग स्टेशन को परिचालन के नजरिए से आर्थिक रूप से व्यवहार्य बनाने को लेकर भूमि उपयोग के लिए राजस्व बंटवारा मॉडल का सुझाव दिया गया है।

iv. सार्वजनिक चार्जिंग स्टेशन (पीसीएस) को ईवी सार्वजनिक चार्जिंग के तेजी से रोलआउट के लिए कनेक्टिविटी देने को लेकर समय-सीमा निर्धारित की गई है।

v. सार्वजनिक चार्जिंग स्टेशनों के लिए तकनीकी आवश्यकताओं को सुसंपन्न किया गया है।

इस दिशा में तेल विपणन कंपनियों ने देश भर के प्रमुख शहरों और राष्ट्रीय राजमार्गों पर 22,000 ईवी चार्जिंग स्टेशन लगाने की घोषणा की है। 22,000 ईवी चार्जिंग स्टेशनों में से 10,000 आईओसीएल, 7,000 भारत पेट्रोलियम कॉरपोरेशन लिमिटेड (बीपीसीएल) और 5,000 हिन्दुस्तान पेट्रोलियम कॉरपोरेशन लिमिटेड (एचपीसीएल) द्वारा स्थापित किए जाएंगे। आईओसीएल ने पहले ही 439 ईवी चार्जिंग स्टेशन स्थापित किए हैं और अगले वर्ष में 2,000 और ईवी चार्जिंग स्टेशन लगाने की योजना है। बीपीसीएल ने 52 और एचपीसीएल ने 382 चार्जिंग स्टेशन लगाए हैं।

हाल ही में भारी उद्योग विभाग ने 25 राजमार्गों और एक्सप्रेसवे के लिए 1576 सार्वजनिक चार्जिंग स्टेशनों को मंजूरी दी है जो इन एक्सप्रेसवे व राजमार्गों के दोनों ओर प्रत्येक 25 किलोमीटर की सीमा के भीतर स्थित होंगे।
